Summary Statement

The incumbent is the manager for the Department of Health and Social Services (DHSS) Base Technologies unit.� Responsibilities include overseeing DHSS database, web presence, and application presentation systems, leading the department’s disaster recovery and business continuity governance, and being a change agent for DHSS cloud services.� The DHSS Manager of Base Technologies will also oversee application data migration processes, maintenance activities, and system upgrades for the DHSS Information Resource Management unit.\r\n

Essential Functions

Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.\r\n\r\n Determines long-range departmental goals and objectives with respect to Information Technology (IT) architecture, platforms and emerging technologies. Defines solutions for needed capacity increase of information technology hardware/software.\r\n Develops standards and procedures to ensure hardware, software, database, and/or other problems are handled effectively.� Evaluates and selects emerging technologies to enhance departmental standards. \r\n Provides planning and coordination to provide for new or improved service levels to users.� Selects, acquires, implements, and supports technologies to maximize effective use and ensure the reliability, availability, and performance of the various systems.\r\n Directs, manages, and coordinates the various skills of information technology staff. Ensures employee performance is maximized to provide effective and efficient operations.� Plans, assigns, reviews and evaluates work.� Provides adequate and related training for new hires and current employees to ensure maximum performance standards and needed resources are available within budget.\r\n Coordinates activities to ensure the provision of integrated services to customers.�\r\n Develops and monitors budget.\r\n May support a 24x7 operational environment, which may require extended hours, including engagement outside normal working hours.\r\n May lead and/or support IT audit, IT security, and/or IT compliance activities.\r\n Performs related work as required.\r\n\r\n

Job Requirements

JOB REQUIREMENTS for DHSS Manager of Base Technologies \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects. \r\n Three years experience in maintaining computer platform operations, components, configurations, and hardware and software functions for base technologies such as database software platform technology, disciplines, or technology science. \r\n Six months experience in conducting information systems needs and requirements analysis. \r\n Coursework, training and/or work experience in selecting technologies in accordance with State architectural standards and best practice. \r\n Coursework, training and/or work experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control. \r\n Coursework, training and/or work experience in of contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts. \r\n Coursework, training and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others. \r\n\r\n

Conditions of Hire
