Summary Statement
This position provides human resources and administrative\r\nsupport to the Family Court Human Resources Office, with primary\r\nresponsibilities in recruitment, selection, and employee lifecycle activities.\r\nThe incumbent supports the full recruitment process, from posting positions and\r\nreviewing applications through interviewing and selection, while providing\r\nguidance to managers, employees, applicants, and other stakeholders.\r\nThe selected incumbent will be responsible for posting job\r\nrequisitions in Jobapps and on external job board sites; reviewing resumes and\r\napplications to determine qualifications; coordinating and participating in\r\nrecruitment and outreach activities; and serving on interview panels both in\r\nperson and virtually. The position will assist hiring managers throughout the\r\nrecruitment and selection process and ensure recruitment activities are\r\ncompleted accurately and timely.\r\nIn addition to recruitment responsibilities, the incumbent\r\nwill perform a variety of administrative human resources functions, including\r\nmaintaining recruitment-related records, preparing and assisting with routine\r\nreports, entering and maintaining information in applicable human resources\r\nsystems, and assisting with various employee onboarding and offboarding\r\nactivities. The position requires attention to detail, sound judgment,\r\nconfidentiality, organization, and the ability to effectively manage multiple recruitment\r\nand administrative activities in a fast-paced environment.\r\n\r\n\r\nPreference for candidates in Kent or Sussex County due to\r\noperational needs, however this position may be assigned to any county within\r\nthe state of Delaware.�\r\n\r\n\r\n\r\n\r\n\r\n\r\n
Essential Functions
Paraprofessional human resource work is characterized by\r\nthe application of human resource laws, rules and regulations, providing\r\ntechnical assistance to employees, applicants and others in standard human\r\nresource transactions, human resource services, and maintaining personnel\r\nfiles. Examples of paraprofessional or technical responsibilities typically\r\nassigned include, but are not limited to those described in the Essential\r\nFunctions below.\r\n\r\nEssential functions are fundamental, core functions common to all positions in\r\nthe class series and are not intended to be an exhaustive list of all job\r\nduties for any one position in the class. Since class specifications are\r\ndescriptive and not restrictive, incumbents can complete job duties of similar\r\nkind not specifically listed.\r\n\r\n Responds\r\n to inquiries, explains human resource services and applies human resource\r\n laws, rules, regulations, standards, policies and procedures.\r\n Conducts\r\n research for professional human resource staff; collects data and gathers\r\n information from employees, managers, applicants or the public;\r\n participates in the analysis of data collected and assists with the\r\n formulation of recommendations.\r\n Provides\r\n guidance and direction to employees, managers, applicants or others in\r\n registering or applying for human resource services.\r\n Processes\r\n a variety of transactions by entering, updating, modifying, deleting,\r\n retrieving and reporting on data in automated human resource information\r\n systems or other computerized systems.� This includes more complex\r\n human resource transactions such as calculating over-payments and\r\n under-payments, resolving issues and submitting corrections.\r\n Creates\r\n and maintains personnel records and files.\r\n Reviews\r\n human resource forms, data and other information; ensures accuracy,\r\n completeness and compliance; and prepares correspondence, spreadsheets and\r\n presentations.\r\n Compiles\r\n data and prepares reports, statistics and statistical summaries, narrative\r\n summaries or other representations of data.\r\n Participates\r\n in developing internal procedures.\r\n Participates\r\n in meetings and conference calls with employees, managers, applicants\r\n and/or the public to gather information and understand human resource\r\n problems; may participate in interviews.\r\n Maintains\r\n confidentiality for all human resource related programs/services.\r\n May\r\n provide guidance/direction to or oversee technical and/or administrative\r\n support personnel.�\r\n\r\n\r\nKnowledge Skills and Abilities \r\nThe intent of the listed knowledge, skills and abilities is\r\nto give a general indication of the core requirements for all positions in the\r\nclass series; therefore, the KSA’s listed are not exhaustive or necessarily\r\ninclusive of the requirements of every position in the class.\r\n\r\n Knowledge\r\n of applicable state and federal laws, rules, regulations, standards,\r\n policies and procedures.\r\n Knowledge\r\n of basic math such as addition, subtraction, multiplication and division.\r\n Knowledge\r\n of grammar, punctuation, spelling and composition.\r\n Skill\r\n in providing routine guidance and direction to employees, managers,\r\n applicants or others.\r\n Skill\r\n in collecting, compiling, evaluating and analyzing information from a\r\n variety of sources.\r\n Skill\r\n in effective communications, both orally and in writing.\r\n Skill\r\n in using automated human resource information systems to enter, update,\r\n modify, delete, retrieve and report on data.\r\n Skill\r\n in using computer applications such as spreadsheets, word processing\r\n and/or database applications.\r\n Skill\r\n in providing customer service which includes providing prompt, accurate\r\n and courteous service and responding to complaints.\r\n Skill\r\n in preparing and maintaining accurate records, files, and reports.\r\n Ability\r\n to recommend new and revised internal policies and procedures.\r\n Ability\r\n to establish and maintain effective working relationships with a variety\r\n of people.\r\n Ability\r\n to complete work in a timely and effective manner.\r\n Ability\r\n to maintain confidentiality.\r\n\r\n\r\n
Job Requirements
JOB REQUIREMENTS for Human Resource Associate\r\nApplicants must have education, training and/or experience demonstrating\r\ncompetence in each of the following areas:\r\n\r\n1. Must possess at least one of the following:\r\n\r\n Possession\r\n of an Associates degree or higher.\r\n\r\n��������OR\r\n\r\n Possession\r\n of a Statewide Human Resource Certification or professional human resource\r\n certification.\r\n\r\n��������OR\r\n\r\n One\r\n year of experience in performing paraprofessional or administrative\r\n support work for a human resource function.\r\n\r\n
