POSITION SUMMARY:

Under the supervision of the Water Manager, and assigned under direct supervision of the Water Foreman or Water Crew Lead works with assigned crew in one or more of the following areas: construction, operations and maintenance of the city’s water distribution system.

 

SUPERVISION EXERCISED:

  • None


ESSENTIAL FUNCTIONS:

  • Reads water meters throughout the city using the automated meter reading system.
  • Performs installation, cleaning, operation, maintenance and repair of the city’s water systems and supply, transmission and distribution systems, and monitors pressures and telemetering equipment.
  • Responds to customer complaints and turns customer water on and off, as needed.
  • Maintains water meters of various sizes: inspects, installs, repairs, and cleans.
  • Coordinates meter issues with supervisor and Utility Billing division.
  • Completes work orders and various other records pertaining to work activities.
  • Assists in security checks.
  • Operates small equipment, saws, compactor, generators, etc.
  • Monitors water system looking for excavations, leaks, breaks, or other situations which pose a threat to the water lines, mains and services.
  • Observes and actively participates in work zone safety procedures and follows safety principles when operating vehicles and equipment; flags on-coming vehicles to protect the public and workers; sets up warning signs and signalization equipment.
  • Operates, cleans and maintains tools, vehicles and equipment to ensure proper working order.
  • Maintains and repairs fire hydrants.
  • Assists in the maintenance and adjustments to Pressure Reducing Valves (PRV), as needed.
  • Assists in the maintenance and repair of Booster Pump Stations.
  • Assists in the miscellaneous sampling and testing of city water systems.
  • Performs Blue Stake markings of city owned utilities.
  • Operates heavy equipment; including backhoe, loader, excavator, etc.
  • Maintains all components of the city water system; inspects, installs, repairs, and cleans water service connections, water lines and mains.
  • Responds timely to 24-hour emergency response calls, as expected.
  • Adheres to on-call rotation schedule and responds, as required.
  • Participates in snow removal.
  • Performs other related duties as assigned.


MINIMUM QUALIFICATIONS:

Water System Operator I:

  • Education – High school diploma or G.E.D.
  • Experience – Any work experience in construction, plumbing or related field. Work experience in water system related operations, maintenance, construction and repairs preferred.
  • Licenses/Certifications – Valid Utah Driver License.

Must possess the following training and certifications or obtain within 12 months of hire:

  • Utah Class A CDL
  • Class I Water Distribution certification
  • Flagger certification

 

Water System Operator II:

  • Education – High school diploma or G.E.D.
  • Experience – Two years progressively related experience in construction, plumbing or related field. Work experience in a number of aspects of water system related maintenance and repairs preferred.
  • Licenses/Certifications – Valid Utah Driver License.

Must possess the following training and certifications or obtain within 12 months of hire:

  • Utah Class A CDL
  • Class II Water Distribution certification
  • Trench Safety or Confined Space
  • Traffic Control
  • Flagger certification
  • Heavy Equipment Training

 

Water System Operator III:

  •  Education – High school diploma or G.E.D.
  • Experience –Four years progressively related experience in construction, plumbing or related field. Work experience in a number of aspects of water system related maintenance and repairs required.
  • Licenses/Certifications – Valid Utah Driver License.

Must possess the following training and certifications or obtain within 12 months of hire:

  • Utah Class A CDL
  • Class IV Water Distribution certification
  • OSHA 10 Hour card
  • Trench Safety or Confined Space certification
  • Flagger certification
  • Traffic Control
  • Heavy Equipment Training
  • Cross Connection Administrator Certification

Water System Operator II:

    • General safety practices and procedures
  • Skill with –

    • Following safety principles when operating vehicles and equipment
  • Ability to –

    • Understand and follow instructions
    • Follow established operation, maintenance programs and work assignments in a timely manner
    • Effectively maintain working relationships with other employees and to interact with the general public in a polite and professional manner
    • Understanding engineering drawings

 

Water System Operator III:

  • Knowledge of –
    • Policies, procedures, equipment and materials required for effective water system related operations, maintenance and repairs
    • General safety practices and procedures
    • Programs and work assignments
    • Infrastructure drawings and other technical drawings
  • Skill with –
    • Observing and participating in work zone safety procedures
    • Following safety principles when operating vehicles and equipment
  • Ability to –
    • Communicate effectively both verbally and in writing
    • Understand and follow instructions
    • Follow established operation, maintenance programs and work assignments in a timely manner
    • Effectively maintain working relationships with other employees and to interact with the general public in a polite and professional manner
    • Understanding engineering drawings
    • Cultivate effective working relationships with other employees and to interact with the general public in a polite and professional manner


WORKING CONDITIONS AND PHYSICAL DEMANDS:

Position requires working outdoors. Tasks require a variety of physical activities. Regularly required to talk, hear, see, walk, sit, stand, reach, use hands/finger to feel, handle, and grip, climb or balance and stoop, bend, kneel, crouch, or crawl. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving. May be confined to small spaces to perform work. Regular exposure to wet and/or humid conditions. (Performance of duties may require working in varied weather conditions such as extreme cold or hot conditions.) Frequent exposure to fumes, airborne particles, toxic or caustic chemicals, and dusty or greasy conditions. Frequent exposure to high levels of noise. Operate equipment and drive vehicles. Must lift and/or move up to 100 pounds.

COMPENSATION AND BENEFITS:

 

  • Monday to Friday 7:00 a.m. to 3:30 p.m., on site
  • Salary range: $20.98 - $40.53 (Starting wage is dependent on experience.)
