The AML Operations & Quality Control Program Manager is an individual contributor role within Cumberland's BSA/AML Compliance function. Reporting to the Global Head of Financial Crimes, this position is responsible for owning and maturing 's quality control testing programs across KYC (including name screening) transaction monitoring, SAR filing, case investigations, and settlement. The role also leads the operational cadence of the AML compliance program, including oversight and reporting over KPIs, testing calendar management, population sampling, and executive reporting, ensuring the program runs on schedule and delivers meaningful insights to senior management and regulators.

This role is critical to Cumberland's ability to demonstrate a well-controlled, measurable AML program across its U.S. and international entities and to respond confidently to regulatory examinations and internal audits.

Key Responsibilities

  • Program Design & Execution: Design, own, and execute monthly KYC quality control testing across all Cumberland entities, covering:
  • New onboardings (including sanctions, PEP and adverse media screening)
  • Periodic file reviews (KYC refreshes)
  • Transaction monitoring alerts and case investigations, including statutory and “below the line” testing alerts
  • SAR filings
  • Fiat and virtual currency settlements

The framework must apply defined pass/fail scoring criteria and document findings with root-cause analysis. The role must develop remediation strategies to address issues at both the individual and systemic levels and track those strategies through completion. It must also report findings, remediation efforts, and recommendations to management, as further detailed below.

  • Metrics Production: Build and maintain QC metrics across all program streams, including pass rates, population sizes, and findings by entity, month, and severity, suitable for senior management reporting and regulatory examination.
  • Executive Summaries: Produce quarterly executive summary deliverables (Excel workbooks and PowerPoint decks) presenting QC results across entities, heatmaps, trends, and key observations.
  • Management Reporting: Prepare periodic reports on QC program status for the AML Officer, Chief Compliance Officer, and other senior stakeholders; surface program gaps and recommend improvements.
  • Regulatory & Audit Support: Prepare QC documentation in response to regulatory examination requests and internal audits; assist in drafting cover narratives and index documents for QC log productions.
  • Program Administration: Own and manage the day-to-day operation of the QC program, including:
  • Maintaining the annual testing calendar across all entities and program streams, and executing catch-up plans when backlogs arise
  • Keeping population data, sampling methodologies, and testing plans aligned with risk-based program design
  • Drafting and updating QC procedures to reflect current regulatory expectations
  • Coordinating with analysts, operations, and technology partners to keep QC workflows and data pipelines running accurately
  • Supporting the AML Officer on broader policies and flagging any gaps identified through QC results
  • KPI Oversight & Reporting: Oversee the execution of all key program areas through monitoring and reporting on key performance indicators, including SLA management.
  • Analyst Feedback: Provide structured, timely feedback to AML analysts based on QC findings; identify training needs and coordinate targeted training to address recurring errors.
  • Program Development: Identify opportunities to mature the QC program, including expanding coverage, improving scoring frameworks, and automating reporting, and lead implementation of improvements.
  • Industry Awareness: Stay current on regulatory developments, enforcement actions, and industry best practices relevant to AML QC and BSA/AML program management.

Requirements

  • Experience: 5–8 years of BSA/AML compliance experience, with at least 3 years focused on quality control, quality assurance, or compliance testing in a financial services or digital assets environment.
  • Program Knowledge: Deep familiarity with KYC (onboarding, periodic review, EDD), transaction monitoring, SAR filing, and sanctions screening frameworks, and the ability to evaluate the quality and completeness of work product across all streams.
  • Analytical & Reporting Skills: Strong proficiency in Microsoft Excel (COUNTIFS, pivot tables, data validation, conditional formatting); demonstrated experience building QC metrics and management reports from raw compliance data.
  • Regulatory Knowledge: Working knowledge of U.S., UK and Singapore AML regulatory framework (BSA, FinCEN, OFAC) and, where applicable, international AML/CTF standards; familiarity with NYDFS Part 504 or similar state-level compliance frameworks preferred.
  • Communication: Excellent written and verbal communication skills; ability to produce clear, structured documentation suitable for regulatory examination and senior management audiences.
  • Organization & Independence: Highly organized, detail-oriented, and capable of managing multiple concurrent testing streams and deadlines with minimal supervision.
  • Digital Assets Experience: Prior experience in a virtual currency, crypto trading, or digital asset compliance environment and familiarity with blockchain analytics tools such as Chainalysis or TRM Labs is a plus.
