EAII Advisors, Evidence Action’s technical partner in India, supports state governments in delivering evidence-based public health programs, including safe drinking water initiatives and school and Anganwadi-based National Deworming Day and iron and folic acid supplementation. Operating across 10 states, EAII Advisors provides technical assistance to ministries of health, education, water, and women and child development, reducing health burdens in impoverished communities and improving the long-term wellbeing of children and families.

The Field Coordinator (FC) will report to the Manager/Zonal Co-ordinator and work in close coordination with team members from the state team. The FC will support the ISW Operations Team with the implementation of the India Safe Water program at the sub-district level and strengthen the implementation of the water treatment program. The FC will lead government advocacy efforts, train stakeholders on Safe Water program operations, coordinate directly with the various stakeholders involved, flag progress and challenges to leadership, and engage with government officials to ensure correct implementation of the program. The FC will also oversee the installation, operation, and coordination of designated water treatment sites.

Responsibilities

Government Advocacy (40%)

  • Train and build capacity of sub-district/block/mandal officials to take over program implementation.
  • Assist the sub-district/block/mandal government in establishing water quality policies and tools, and support sustainable implementation.
  • Maintain good working relationships with senior officials of the sub-district/block/mandal administration and become a respected resource; interactions with these officials will be guided by, and require approval from, the state office and responsible supervisor.
  • Represent EAII in engagement with contractors, including those focused on community engagement, as they inform communities and local populations of the installed water treatment devices.
  • Lead water treatment training and sensitizations for government officials, local stakeholders, water service committees, site personnel, contracted vendors, and communities.
  • Help inform a final recommendation and report to the state-level government and Jal Jeevan Mission on the performance and efficacy of water treatment technologies at designated intervention points.

Stakeholder Engagement (20%)

  • Coordinate the smooth and effective participation of different stakeholders in the field, such as contracted vendors, community leaders, and community members.
  • Hold suppliers and contractors accountable for work, agreements, and warranties under contract.
  • Perform all duties as assigned from time to time by the District Coordinator (DC) Or Manager or Above coordinate with colleagues, and support other program staff.

Project Implementation (40%)

  • Provide technical, advisory, and coordination support to District Coordinator (DC) or Manager across all phases of the program, from water point verification/identification, device installation and calibration to device operations and coordination with contracted vendors.
  • Travel to various locations in the allocated region for around 15 working days a month, as per organizational guidelines and program requirements.
  • Facilitate access to water treatment sites for suppliers, contractors, consultants, information management firms, and organizational leadership.
  • Work with District Coordinators to manage and facilitate collection of program monitoring data, including filling out survey forms during routine site visits, supporting coordination with contracted data collection firms, and requesting administrative data from government partners.

In addition to the responsibilities above, the FC is expected to carry out the following day-to-day field activities in support of the water treatment program:

1. Water Quality and Dose Monitoring

    • Conduct daily morning dose checks, such as FCR and TCR, when water is flowing.
    • Ensure the dosing device is working properly and free of leakages.
    • Record dosing levels, test results, and any corrective actions taken.
    • Report abnormal readings, contamination risks, or equipment issues immediately to the supervisor.
    • Inspect dosing equipment regularly for leaks, blockages, or damage, and coordinate preventive maintenance.

2. Community Engagement and Awareness

    • Organize community meetings, awareness sessions, and health and hygiene demonstrations.
    • Educate community members on safe drinking water, sanitation, handwashing, and proper water storage.
    • Use simple IEC/BCC materials in the local language to promote healthy behaviors.
    • Collect community feedback and suggest improvements to awareness activities.
    • Address community complaints related to water quality or supply and ensure timely follow-up.

3. Household Visits

    • Conduct regular household visits to promote safe water, sanitation, and hygiene practices.
    • Observe household water storage and handling practices.
    • Provide practical advice based on household needs.
    • Record observations, follow-up actions, and behavior changes using designated Google Forms.

4. Operator Training and Capacity Building

    • Train pump operators on the safe operation and maintenance of ILC devices.
    • Demonstrate safe tablet refilling procedures and proper storage practices.
    • Teach basic troubleshooting, including leak detection and blockage removal.
    • Conduct refresher training and practical assessments.
    • Monitor operator performance through regular spot checks and maintain training records.

5. Monitoring, Reporting, and Documentation

    • Maintain accurate records of dose checks, water quality tests, household visits, community meetings, and maintenance activities in the required forms or documents.
    • Prepare and submit daily and weekly reports on time.
    • Support data entry, quality checks, and basic data analysis for project monitoring.
    • Highlight service interruptions, technical issues, and other risks to supervisors.

6. Maintenance Coordination

    • Report pump failures, leakages, contamination risks, and other operational issues promptly.
    • Coordinate with maintenance teams and technicians during repair work.
    • Follow up until reported issues are resolved.
    • Track recurring problems and recommend preventive actions.

7. Stakeholder Coordination

    • Build good relationships with Gram Panchayats, frontline health workers, schools, and community leaders.
    • Coordinate with ASHAs, Anganwadi Workers, ANMs, CHOs, and other local stakeholders to improve community participation.
    • Support village water, sanitation, and hygiene initiatives and government schemes.
    • Represent the project in local meetings and share field updates with relevant authorities.

8. Behavior Change Communication (BCC)

    • Support the development, adaptation, and distribution of IEC/BCC materials in local languages.
    • Promote key messages on safe drinking water, sanitation, hygiene, and water safety.
    • Share community feedback to improve communication materials and strategies.

9. Planning and Logistics

    • Plan daily and weekly field activities, giving priority to morning dose checks and household visits.
    • Manage the stock register for field supplies such as chlorine tablets and FCR/TCR reagents.
    • Request supplies before stock runs out.
    • Plan travel efficiently to maximize field coverage.
    • Seek approval every Friday for the upcoming week's travel plan.
    • Submit all expenses through Keka on time.

10. Safety and Professional Conduct

    • Follow all organizational safety guidelines during fieldwork.
    • Use appropriate health and safety precautions, including infection prevention measures when required.
    • Respect local culture and ensure gender-sensitive communication.
    • Maintain confidentiality of beneficiary and household information.
    • Follow standard operating procedures (SOPs) and maintain professional behavior at all times.

Requirements

  • Experience collaborating and coordinating with government officials in Water or Health at the field, district, and block levels
  • Graduate with a Bachelor's degree/diploma or higher, plus 2–5 years of experience in the development sector, preferably in Water, Public Health, Sanitation, and Hygiene with government or NGOs
  • Outstanding communication skills in Hindi and English; understanding of local dialects as per district will also be an asset
  • Demonstrated experience working with and managing suppliers and contractors
  • Ability to set priorities and handle multiple tasks with ease
  • Experience in program implementation at district, block, and community levels
  • A valid driving license and a vehicle (2/4 wheeler); the organization does not provide a dedicated vehicle, and consultants are responsible for their own arrangements. Travel expenses will be reimbursed as per organizational policy
  • Submission of a copy of the driving license is mandatory
  • Computer skills, including MS Office
  • Broad understanding of the functionaries and processes of the PHED/RWSS system
  • Experience building the capacity of government stakeholders at the district level and below
  • Experience preparing and managing presentations and reports consisting of varied data sets
  • Experience of working in Inline Chlorination Technologies

Position location is as per the offer letter. The role is based in Rajasthan
