The Vice President, Primary Care is a senior executive leader accountable for the overall performance, strategic direction, and operational oversight of Primary Care services across OHSU Health. Reporting to the Senior Vice President, Chief Ambulatory Officer, this role serves as the primary administrative leader and dyad partner to physician leadership to advance high-quality, patient-centered care across the health system.
The Vice President provides executive oversight of an integrated primary care service area spanning OHSU Primary Care and Hillsboro Medical Center, encompassing 22 practices and serving more than 165,000 patients annually, with responsibility for approximately 425 FTEs and over 300,000 annual visits.
In close partnership with executive leaders across Primary Care, Ambulatory, and hospital services, the Vice President sets and executes service area strategy, drives access and growth, advances quality and safety, and ensures strong financial and operational performance across a coordinated, system-wide model of care.
In alignment with system governance, the VP is accountable for position FTE approvals, capital investment planning, and resource allocation decisions, ensuring disciplined stewardship and alignment with enterprise priorities in partnership with finance and operational leaders.
- Define and lead the Primary Care service area strategy, including growth, optimization, and portfolio management, informed by market intelligence, patient needs, and competitive positioning.
- Partner with executive leaders across Primary Care, Ambulatory, and hospital services to align strategy, operational planning, and system-wide priorities.
- Identify and advance strategic growth opportunities, including access expansion, new care models, and network development across OHSU and affiliated partners.
- Ensure alignment of service area strategy with the OHSU Strategic Plan, academic mission, and enterprise priorities.
- Build and leverage matrixed relationships to influence decision-making, drive execution, and achieve service area performance objectives.
- Engage physician leadership and key stakeholders to support strategy execution, change management, and sustained performance.
- Maintain overall fiscal accountability for the Primary Care service area, including position approvals, budget development and performance, and capital planning; ensure disciplined management of staffing, labor, and operating expenses in partnership with finance and operational leaders.
- Develop and oversee operating and capital budgets, ensuring alignment with strategic priorities and long-term financial sustainability.
- Monitor financial performance, analyze variances, and implement corrective actions to achieve budget and margin targets.
- Optimize resource allocation, productivity, and cost structure while maintaining high-quality patient care and access.
- Partner with physician and administrative leadership to evaluate productivity, reimbursement, and value-based performance to inform strategic and operational decisions.
- Partner with physician and administrative leadership to advance quality, safety, and patient experience, ensuring delivery of high-quality, patient- and family-centered care.
- Establish and execute performance improvement strategies with measurable outcomes aligned to OHSU goals and external benchmarks.
- Drive clinical and operational performance through regular review of key metrics, identifying trends, and implementing targeted interventions.
- Benchmark performance against peer institutions and evidence-based models to identify and implement best practices.
- Lead operational performance across the Primary Care service area, leveraging data to drive decision-making and optimize access, utilization, productivity, and cost.
- Partner with medical directors and operational leaders to streamline workflows, improve efficiency, and enhance the patient experience.
- Ensure compliance with regulatory, accreditation, and quality standards across all sites.
- Foster a multidisciplinary, team-based approach to care delivery and operational excellence.
- Provide leadership for service area governance, ensuring alignment across clinical, operational, and administrative leaders.
- Monitor industry trends and emerging practices to drive innovation and continuous improvement.
Requirements
~2 min read- Master’s Degree or equivalent experience
- Minimum 10 years of progressive leadership experience in healthcare, with a focus on ambulatory services and patient access in an academic medical center or large healthcare organization.
- Minimum 3 years’ Director Level experience in a Primary Care healthcare environment.
- Comprehensive understanding of ambulatory care operations, access management, and healthcare industry trends
- Strong leadership and team-building skills, with the ability to inspire and motivate diverse teams.
- Proven track record in strategic planning, financial management, and achieving operational excellence.
- Very strong communication, negotiation, and interpersonal skills to interact with internal and external stakeholders effectively.
- Ability to efficiently and effectively multi-task and manage competing demands. Ability to reprioritize as circumstances require and to communicate impacts.
- Experience in driving change and innovation within a complex healthcare environment.
- Broad knowledge of modern healthcare and business administration, systems, practices and principles.
- Advanced quantitative knowledge necessary to analyze data and make informed decisions.
- Effective managerial and administrative capabilities as applied to the management of multiple programs and clinics.
- Knowledge of sound financial management practices, budget development, and analysis as applied to modern healthcare financial management.
