Opus’ technologies and services help our state partners meet strict US EPA Clean Air regulations by managing vehicle inspection programs, Vehicle Information Databases, and developing differentiated solutions for remote vehicle monitoring.

This position is based out of Tucson, AZ, but will remotely manage a small team of Software Engineers based throughout the U.S. This position offers fully remote capabilities within the U.S. We are welcoming local and remote applicants.

The Manager – Software Development is responsible for leading a team of software developers, focusing on people management, process management, process improvement, and project oversight. This role ensures team alignment with organizational goals, fosters a high-performance culture, and supports delivery of software solutions through effective coordination and communication. While technical experience is required, active coding is not a core responsibility.

Duties & Responsibilities

• Lead a distributed team of Software Developers with emphasis on performance management, career development, and coaching.
• Facilitate planning activities (iteration planning, release planning, quarterly planning) and ensure team commitments are tracked and met.
• Maintain visibility into team workload, specific assignments, and project status; provide regular updates to senior leadership.
• Support process improvement initiatives and contribute to the evolution of development workflows and standards
• Ensure consistent application of software development practices across the team.
• Collaborate with Product Owners, QA, and other Software Development Managers to ensure solution alignment and timely delivery.
• Recruit for open positions and onboard new team members.
• Encourage knowledge sharing and foster a collaborative team environment.
• Provide technical guidance when needed; ability to contribute to codebase is a plus.
• Perform other duties as assigned.

Requirements

• Proven experience managing software development teams and demonstrated success establishing a team environment conducive to achievement, performance, commitment, and growth.
• Strong organizational and communication skills.
• Familiarity with Agile methodologies and software development lifecycle.
• Technical background in software development such as .NET, SQL, cloud platform.
• Experience with tools such as Azure DevOps, Git, and project tracking systems.

Qualifications

• Bachelor’s degree in Computer Science, Engineering, or related field, preferred.
• 5+ years of experience in software development, with 2+ years in a leadership or management role
• Broad technical background with awareness of software development tools, technologies and methodologies.
• Desire to contribute to a dynamic and growing software design/development environment.
