We are a collaborative team that works closely together to solve hard problems and deliver testable, high-quality, secure software. We’ve built a collection of mobile and web applications, primarily for internal users but also some external-facing products. The team you’ll lead has grown well beyond its original size and today includes experienced developers and dedicated quality-assurance professionals working across multiple applications.
Reporting to the Director, Applications, the Manager, Custom Applications leads the delivery of Flynn’s portfolio of internal and external mobile and web applications. You will lead a team of 14 developers and 3 quality-assurance analysts; overseeing the end-to-end development lifecycle across multiple concurrent products.
This role exists to turn business-prioritized work into well-planned, high-quality, tested releases, while empowering an experienced team to own their craft, their development processes, and Flynn’s technical-debt posture. Success is measured by the business value your team delivers and by a team that is performing, continually upskilling, and trusted to make decisions.
You will partner closely with our Business Analysis team, who own analysis and product-owner responsibilities and hand over business-prioritized work. Your focus is delivery: organizing that work with your senior developers, balancing it against the technical priorities your team surfaces, and driving it through to release. You will make the call on the minimal viable release, and once a decision is made to build something, you commit to it and put the right guardrails in place.
You’ll need to zoom in on detailed technical questions with your developers and zoom back out to build the tactics that deliver on our overall strategy. You will keep quality assurance independent in how it plans and reports its outcomes, so that testing is never influenced by the development team.
Delivery Management

Own sprint planning and execution across the application portfolio, with your senior developers driving planning sessions and advocating for what goes into each release.

Make minimal-viable-release decisions, sequence work realistically, and commit to what the team takes on.

Ensure that when work reaches leadership for a go/no-go decision, it carries enough context to act on.

Lead development teams to translate business goals into scalable technical solutions by partnering with IT leads and business analysts to build technical roadmaps, guide the teams to define system architecture, and drive adoption of emerging technologies.

Run the daily stand-up and keep delivery visible and on track.
People Leadership and Team Development

Lead, coach, and develop a team of 11 developers and 3 quality-assurance analysts.

Maintain learning-and-development plans with each team member and hold regular touch-point meetings.

Proactively identify and close skills gaps, and plan internal and external resourcing for the skills Flynn will need in the future.

Hold a clear vision of where the application landscape should go next, and structure and guide the team to perform.

Build and drive adherence to standards for systems development and secure architecture
Technical Credibility and Escalation Support

Bring a deep technical background (ideally7+ years of hands-on coding) so you can read code, participate in architectural discussions, and earn the team’s trust.

Stay close enough to the work to jump into production escalations, help analyze a situation, and weigh risk against reward.
Technical-Debt and Tooling Stewardship

Own a framework for managing technical debt across the portfolio.

Track SDK and tooling lifecycle and stay ahead of components approaching end-of-support or end-of-life.

Coordinate reviews with vendor professional-services teams to validate how Flynn has configured its tools.

Lead the analysis of when to remediate in place versus adopt an alternative, with your senior developers driving the pieces.
AI-Enabled Features

Identify and deliver forward-looking AI capabilities into the application portfolio.

Do so in a cost-conscious way that adds value to the business without overextending the budget.

Bring initiative and practical ideas to this area rather than waiting for direction.
Collaboration with Business Analysis and Quality Assurance

Partner with the Business Analysis team on prioritized work, delivery capacity, and splitting releases when scope exceeds capacity.

Participate in business roadmap planning to keep the forward-looking product direction aligned.

Maintain the independence of quality assurance within your team so testing outcomes are objective.
Quality and Engineering Discipline

Ensure testing is built into software development from the start.

Ensure the team uses peer-review processes so that high-quality code is written.

Ensure security is considered throughout development and tested frequently.
You will be joining a live modernization effort, not a greenfield project. You should be comfortable working across an established stack while helping guide the team toward our target architecture.
Our current stack is built on C# and .NET, delivered on-premises and via Microsoft Azure and Amazon AWS, with SQL Server, MySQL, and MongoDB for databases, ASP.NET and JavaScript (Angular, KendoUI) on the web, and Xamarin (C#), Swift, and Java on mobile. We are moving toward native mobile development with iOS (Swift / SwiftUI, and UIKit) and Android (Kotlin / Jetpack Compose), and adding PostgreSQL to our database layer.
Skills and Qualifications

A university degree, preferably in Computer Science, Engineering, or Business Administration.

Several years of experience leading technical teams, ideally including time as a senior developer, team lead, or development manager.

Deep, hands-on software development background with the ability to read code and contribute to architectural discussions.

Familiarity with AI-powered development tools such as GitHub Copilot, Claude Code, or similar

Experience managing developers and quality-assurance professionals in commercial application development or a large enterprise environment.

Strong understanding of the software development lifecycle and Agile practices (Scrum, Kanban).

Solid understanding of architecture and design principles for n-tier applications, microservices, SaaS applications, data integration, reporting, dashboards, and web-based applications.

Experience managing technical debt, tooling lifecycles, and vendor relationships.

Experience with a modern issue-tracking and collaboration toolset such as Atlassian Jira and Confluence is an asset.

Outstanding communication skills, with the ability to explain the “why” behind priorities and to give honest, specific feedback.

Demonstrated ability to organize and execute work independently and effectively within deadlines.
