System Analyst (HA Go & Patient Administration Systems)

Key Responsibilities:

1. Responsible for the following in the area of Clinical Systems:

   1. Coordinate, monitor and implement IT solutions, including patient mobile applications and Cloud native system.

   2. Provide consultancy based on IT and industry expertise, specifically driving database modernization and private Cloud migration strategies.

   3. Ensure quality assurance of IT solutions, define support needs for users and provide expert level support.

   4. Provide capacity planning, infrastructure scaling, and resource sizing for containerized and database environments.

   5. Finalize requirement specifications of IT solutions.

2. Liaise with users to collect and analyse user requirements and overall design for the application systems.

3. Conduct feasibility study including recommendations for new IT system solutions.

4. Provide high level system analysis, problem diagnosis and solving.

5. Lead the application development and on-going enhancements.

6. Monitor progress for the different stages of application development including design, development, testing, implementation and review.

7. Proper handling of change requests, review of standards and guidelines of IT solutions.

8. Provide after office hours system support.
   
    

Entry Requirements:

1. Degree in Computer Science or relevant disciplines; or equivalent.

2. 6 years’ post qualification Information Technology (IT) related experience.

Preferable Attributes/Exposure:

1. Solid experience in the following areas:

   1.  System, infrastructure, and architecture design for large-scale technology refresh initiatives

   2. Development and enhancement of large-scale mission critical clinical or business systems

   3. Application development with Java, .NET and Web technologies (e.g. JavaScript, JSP, Spring Boot, Servlet, EJB, Java EE, ReactJS)

   4. Cloud native application development using private Cloud and container-based technologies (e.g. Red Hat OpenShift, AWS, Alibaba Cloud)

   5. Enterprise database design and development (e.g. PostgreSQL, Oracle DB)

   6. Test automation

2. Strong understanding of artificial intelligence technology and framework.

3. Demonstrated skills in project planning, vendor liaison and management, problem solving and staff supervision.

4. Mature, self-motivated, independent and able to work under pressure.

5. A good team player with excellent interpersonal / communication skills.

6. Good command of both spoken and written English.

2. May be required to work over-night shifts and/or provide 24-hour on call support, and when necessary, provide on-site support services at different hospitals.

3. For serving HA staff, relevant experience gained in HA may be considered as equivalent to post-qualification experience.
