Our client, a leading public-sector energy organisation, is seeking to appoint a qualified and experienced professional for the position below. The organisation is mandated to ensure the transparent, efficient, and investor-friendly management of Pakistan's energy and mineral sectors in alignment with national laws and international best practices. The Legal Consultant (Minerals) will provide expert legal advisory services on matters relating to mineral exploration, licensing, mining operations, investment agreements, and regulatory compliance. The role ensures effective legal risk management, contract governance, and alignment of the mineral sector with national laws, international best practices, and Pakistan's economic development objectives. The consultant will additionally advise on petroleum exploration, concession management, gas sector activities, and downstream petroleum regulation.

Responsibilities

  • Provide legal and regulatory support on petroleum and mineral sector matters, including upstream, midstream, and downstream operations.
  • Draft, review, and negotiate contracts, concession agreements, PPPs, joint ventures, and other sector-related legal instruments.
  • Advise on petroleum, gas, mining, environmental, and regulatory laws to ensure compliance with applicable legal frameworks and policies.
  • Review and analyse investment proposals, licensing frameworks, and sector reform initiatives from a legal and regulatory perspective.
  • Assist in development and implementation of sector policies, regulatory reforms, and investment frameworks.
  • Conduct legal and regulatory risk assessments and recommend mitigation measures.
  • Coordinate with regulators, state-owned entities, and private stakeholders on sector-related legal matters.
  • Support negotiations, inter-ministerial committees, and dispute resolution proceedings relating to petroleum and mineral sector issues.
  • Prepare legal opinions, policy briefs, reports, and presentations for senior management and government authorities.
  • Monitor international legal and regulatory developments in the petroleum and mineral sectors to support policy harmonization and sector modernization.
  • Bachelor's or Master's degree in Law (LLB / LLM) from an HEC-recognized local or international university.
  • Additional certifications in oil & gas law, mineral law, international arbitration, or energy law will be an asset.
  • Minimum eight (8) years of relevant experience in relevant field.
  • Strong track record in drafting and negotiating sector-related agreements (PSAs, JOAs, concession agreements, PPP arrangements).
  • Experience in dispute resolution, arbitration, and regulatory appeals processes.

Requirements

  • Strong knowledge of petroleum, mineral, natural resources, and public international law relating to extractive industries.
  • Expertise in petroleum concession agreements, upstream contracts, joint venture frameworks, and mineral value chain development.
  • Familiarity with fuel pricing regulations, downstream licensing, gas purchase agreements, and third-party access frameworks.
  • Understanding of international contract law, investor-state dispute settlement, and cross-border energy transactions.
  • Strong policy advisory, legal research, analytical, and stakeholder coordination skills for engagement with government entities, regulators, and private sector participants.
  • Excellent communication, legal drafting, and negotiation skills.
