POSITION SUMMARY:
The Maintenance Technician is responsible for the overall management and supervision of the maintenance department under the direct supervision of the Director. Duties are to plan, organize, schedule and manage the routine and required maintenance operating of all inventoried homes to ensure they are in safe and decent condition. Provide supervision to all maintenance technicians and workers. Performs a variety of semi-skilled construction, maintenance, and repair activities of HHD low-rental housing units, office buildings, equipment, and appliances.
ESSENTIAL DUTIES & RESPONSIBILITIES:
· Plan, supervise, and schedule the day to day maintenance operations of all inventoried homes.
· Review all work order and assign them to the maintenance workers throughout the day. Audit all worker orders that are completed, pending, issues, and outstanding. Address maintenance workers by following up with them on why work orders are not completed and ensure they are completed in a timely manner.
· Responsible for making sure all materials and equipment are made available to operate the maintenance department. Supervises the requisition and disposal of all supplies.
· Performs preventive, on-going, routine, and non-routine maintenance on low-rental and HHD buildings.
· Reports all defects in housing units, any unsafe conditions or situations of the tenants, and any tenant violations to the Resident Services staff.
· Establish a 24 hour on call emergency maintenance program by enforcing a schedule for maintenance staff.
· Observes safety rules, and ensures and maintains a safe working environment.
· Participates in completing work orders as a team effort and provide maintenance workers with guidance with work order questions, concerns or barriers.
· Will instruct and guide temporary, youth, work alternative and seasonal employees in basic work procedures and safe working practices.
· Assists in preparation of annual budget, prepares necessary correspondence, and other administrative tasks. Closely monitors all area maintenance expenditures.
· Evaluates the performance of maintenance workers; provides on the job training as necessary and encourages training for maintenance works to gain additional skills and knowledge.
· Provides monthly reports to include but not limited to work orders, scheduled preventive maintenance, scheduled unit turnover, and any other information.
· Responsible for completing required documentation, which includes mileage logs, inspection forms, and other necessary reports.
· Responsible for security and proper use of HHD vehicles, tools, and equipment as assigned.
· Complete other job-related duties as assigned by supervisor or delegate.

MINIMUM QUALIFICATIONS:
1. Knowledge of the functions and structure of the Hualapai Housing Department.
2. Knowledge of use of maintenance tools, chemicals, cleaners, and disinfectants.
3. Knowledge of the methods and practices used in preventive maintenance and repair work.
4. Knowledge of occupational hazards and applicable safety practices.
5. Knowledge of rough and finish carpentry.
6. Ability to communicate effectively in the English language both verbally and in writing.
7. Ability to establish, maintain, and close out work orders.
8. Ability to use hand tools, electrical/power tools, and lawn maintenance equipment.
9. Ability to prioritize and accomplish tasks within strict deadlines.
10. Ability and willingness to learn theory and principles, and to become certified in a variety of building trades.
11. Ability to read and interpret housing plans and blueprints.
12. Ability in mathematical compilation to properly carry out the duties of the position.
13. Skill and diplomacy in working with low-rent tenants, homebuyers and the public.
14. Skill in the safe operation of power tools and shop equipment.
15. Skill in diagnosing and repair of equipment utilized.
16. Must submit to a background investigation.
17. Must submit to and pass a pre-employment drug/alcohol screening and random screenings throughout employment.
18. Native American preference will be given.
TRAINING AND EXPERIENCE:
High School Diploma or GED plus three years’ experience in general construction, building trades, property, or related experience. Training certificate in maintenance preferred. OR Any combination of education, training, and/or work experience, which demonstrates the ability to perform the duties of the position. Must possess strength, stamina and mobility to perform heavy physical work out of doors in all weather conditions and with exposure to potentially hazardous conditions, use varied hand and power tools, drive a motor vehicle and/or heavy construction equipment; lift and move materials and equipment weighing up to 70 pounds and heavier weights with the use of proper equipment; able to crawl, climb and kneel for long periods of time; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone and/or radio. Must be in good physical health and will be required to submit to an annual occupational physical examination. Must be available for regular standby assignments; respond to on-call requests and emergency overtime as required. Occasional travel is required.
