Position Overview
The Payroll Operations & Compliance Specialist serves as the operational backbone of the payroll function, ensuring all payroll inputs, employee data, and timekeeping processes are accurate, complete, and compliant. Based out of Springfield, Oregon, this role supports a rapidly growing organization with operations across multiple states, requiring a strong understanding of multi-state payroll, job costing, and construction-related compliance. The position acts as the primary liaison between field operations and payroll, supporting employees and supervisors while maintaining high standards of accuracy and responsiveness. This is a growth-oriented role designed to develop into full payroll ownership through structured cross-training and increasing responsibility.

- Salary Range: $70,000-$85,000 depending on experience and qualifications. ARI is open to aligning compensation with candidates who bring advanced payroll expertise, construction industry experience, or the ability to take on expanded responsibilities.
- Full benefits package available for full-time employees.
- Experience: Minimum of 5+ years of payroll experience, preferably within construction or a field-based, project-driven environment; experience supporting multi-entity and multi-state payroll operations strongly preferred.
- Education: Associate’s or Bachelor’s degree in accounting, business administration, or related field preferred.
- Technical proficiency: Strong proficiency in Microsoft Excel and payroll systems; experience with ERP platforms such as Viewpoint Vista or similar construction-based systems preferred. Utilizes technology, including AI tools, data automation, and system integrations, to enhance payroll efficiency, accuracy, and scalability.
- Regulatory awareness: Working knowledge of payroll processes, wage and hour laws, and compliance requirements, with the ability to navigate multi-state and construction-related payroll regulations.
- Data accuracy: Demonstrated ability to produce highly accurate, complete, and audit-ready payroll data in a deadline-driven environment.
- Confidentiality: Proven ability to handle sensitive employee and payroll information with a high degree of discretion and professionalism.

Payroll Operations & Processing Support
- Payroll readiness: Own the accuracy, completeness, and compliance of all payroll inputs, ensuring payroll is fully prepared for processing across multiple entities and states.
- Pre-processing ownership: Lead all upstream payroll activities, delivering clean, validated data that enables efficient and error-free payroll execution.
- Data validation: Review and reconcile time, pay, and employee data to ensure alignment with company policy, job costing requirements, and regulatory standards.
- Processing support: Support payroll execution activities including off-cycle runs, adjustments, and final paycheck processing, ensuring compliance with state-specific requirements.
- Payment preparation: Generate payroll-related payment files and support distribution of payroll outputs.
- Timecard oversight: Manages the end-to-end timecard process, ensuring accurate capture of hours, cost codes, and labor allocation across projects.
- PTO & Time-Off Coordination: Manages employee time-off requests, tracks PTO usage, and ensures accurate entry and alignment with timekeeping systems while coordinating with supervisors to maintain appropriate staffing levels.
- Job cost alignment: Verifies payroll data aligns with job cost structures to support accurate project tracking and reporting.
- Field partnership: Builds strong relationships with field supervisors and project managers to improve timecard accuracy and timeliness.
- Issue resolution: Identifies and resolves discrepancies related to timekeeping, job coding, and labor classification ahead of payroll deadlines.
- Systems leadership: Serves as a subject matter resource for timekeeping systems and processes across field operations.
- Compliance management: Maintains payroll compliance across multi-state operations, adhering to all federal, state, and local wage and hour laws.
- Prevailing wage administration: Supports prevailing wage requirements, including labor classifications, wage determinations, and reporting.
- IRA project coordination: Assists with payroll compliance for IRA-funded projects, including tracking and documentation of qualifying labor standards.
- Certified payroll reporting: Contributes to the preparation and accuracy of certified payroll submissions.
- Audit support: Maintains documentation to support internal reviews, external audits, and agency inquiries.
- Employee data management: Maintains payroll-related employee records from onboarding through termination, ensuring accuracy and completeness.
- Payroll updates: Processes pay changes, transfers, withholding elections, and direct deposit setup with precision.
- Record maintenance: Ensures all payroll documentation is complete, organized, and compliant with retention standards.
- Primary payroll contact: Serves as the main point of contact for payroll-related questions from employees and supervisors.
- Employee guidance: Provides clear direction on pay structure, deductions, prevailing wage impacts, and payroll processes.
- Cross-functional coordination: Partners with operations and project teams to align on labor classifications and payroll expectations.
- Issue escalation: Exercises sound judgment in elevating complex payroll or compliance concerns.
- Benefits coordination: Processes benefit deductions and updates in partnership with HR.
- Garnishment administration: Manages wage garnishments and child support orders, ensuring accurate setup and withholding.
- Documentation management: Maintains organized, audit-ready payroll and compliance records.
- Process standardization: Develops and updates standard operating procedures to support consistency and scalability.
- Continuous improvement: Identifies opportunities to improve payroll workflows, efficiency, and data quality.
- Team collaboration: Works closely with the Senior Payroll Specialist to support smooth payroll operations.
- Cross-functional partnership: Collaborates with HR, accounting, and operations to align payroll with business needs.
- Professional growth: Builds expertise in payroll operations and compliance with the goal of full payroll ownership.
- Additional duties: Perform other related responsibilities as needed to support payroll and organizational objectives.
