IOM Brazil’s Program Support Unit (PSU) provides essential coordination and technical support throughout the project cycle, ensuring the effective implementation of initiatives across the country. The Programme Support Unit is part of the Cooperation and Partnerships Division of IOM Brazil and it provides support to enable effective programme management. PSU's responsibilities include drafting donor appeals, developing project proposals, designing and reviewing monitoring and evaluation tools, tracking project indicators, and overseeing national- and project-level reporting. Additionally, PSU facilitates learning and knowledge management by leading retrospectives, planning sessions, and capacity-building activities to promote continuous improvement, strategic alignment, and adherence to institutional objectives and global frameworks. 

Under the direct supervision of the Senior Programme Support Associate, the Monitoring & Evaluation Consultant will provide technical support and contribute to the M&E and donor reporting activities of the IOM Brazil Country Office (CO). This role involves managing and reviewing donor reports, including finalizing the upcoming PRM project; reviewing monitoring plans and frameworks, such as results matrices and proposed monitoring tools for new projects; and supporting IOM's M&E and reporting commitments to the United Nations Country Team (UNCT). Additionally, the consultant will participate in monthly UNCT meetings and assist in reporting indicators through the United Nations Cooperation Framework for Sustainable Development. 

The consultant will also assist the Program Support Unit (PSU) with knowledge management and learning activities, including collecting, identifying, and submitting good practices in Brazil to enhance the visibility of IOM Brazil's work. Additionally, the consultant will support the planning and implementation of capacity-building activities, particularly related to M&E and results-based reporting, as well as organizing retrospective sessions to encourage reflection, improve results-based report writing, and identify good practices and lessons learned in Brazil.  

Finally, the consultant will support the PSU team with ad-hoc tasks, such as drafting, editing, or reviewing donor appeals, project proposals, concept notes, fact sheets, and internal reporting requests.

Tasks to be performed under this contract
  • M&E Activities  

    • Support the M&E Coordinator and IM Coordinator in developing Monitoring and Evaluation plans, templates, and tools for IOM interventions in Brazil that are coherent with donor requirements and IOM policies and guidelines. 

    • Provide technical support the M&E Coordinator to ensure integration of Monitoring and Evaluation activities and procedures into programming, including through the development of SOPs and workflows. 

    • Review, monitor and propose adjustments for the existing monitoring mechanisms and reporting documents, including but not limited to project-level monitoring and evaluation (M&E) plans, data collection tools, and final evaluation report 

    • Support the planning and implementation of M&E related capacity-building actives, including training sessions on results-based reporting, creation of results-based M&E planning frameworks, and institutional and global frameworks, such as the GCM, the SRF, and the United Nations Sustainable Development Cooperation Framework 

  • Donor reporting activities  

    • Support the PSU to coordinate with the Project Coordinators for the timely preparation, review, and submission of interim and/or final narrative reports to donors.  Ensure that reports are in line with specific donor requirements, and clearly reflecting the results achieved and the submitted copies are shared with relevant units.  

    • Support Program Support Unit with institutional reporting activities, including the United Nations Sustainable Development Cooperation Framework with Brazil, among others. 

  • Other activities 

    • Contribute to the development of new projects by supporting the development of concept notes and drafting of project proposals. 

    • Support the planning, implementation, documentation and reporting of retrospective sessions  

    • Identify, draft, and submit good practices in Brazil to the regional office  

    • Support the PSU team with ad-hoc requests, such as drafting, editing, or reviewing donor appeals, project proposals, concept notes, fact sheets, and internal reporting requests. 

 
Performance indicators for the evaluation of results
  • Clear understanding of the scope of the tasks to be accomplished; 

  • Professionalism and competence in the type of consulting to be performed; 

  • Correspondence to the results obtained during the consultancy to what is required in the ToR; 

  • Ability to work in a team; 

  • Respect for the values and principles of IOM during consultancy services; 

  • Ability to correctly assess the time and resources needed to completed the tasks; 

  • Degree of satisfaction of the counterpart with the consulting carried out. 

Requirements

  • Master's degree in international relations, Political Science, or any other related area, from an accredited academic institution.  

  • Proficiency in Portuguese and English is required. Working knowledge of Spanish.  

  • Previous experience in M&E, data analysis, and donor reporting  

  • Excellent research and analytical skills. 

  • Ability to work independently and collaboratively with a diverse team of stakeholders. 

  • Strong problem-solving and critical-thinking abilities. 

Proficiency in Portuguese and English is required. Working knowledge of Spanish.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
