National Project Officer (Cash and Distribution)

Under the overall supervision of the Deputy Chief of Mission and the direct supervision of Senior Programme Coordinator the National Project Officer (Cash and Distribution) will support the Cash-Based Programme in IOM Ukraine.

The incumbent will be responsible for supporting the Unified Cash Transfer as well as the Group Cash Transfers to the population of concern in the frontline, and other selected territories. This position will support diverse humanitarian needs through cash assistance that covers essential needs of people within each Strategic Priority through a harmonized transfer, directly contributing to the humanitarian outcomes. The position will provide overall leadership for the CBI component, will guarantee coordination amongst IOM’s Support Units and Programme Support, lead interaction on a periodic basis with the implementing partners and address key issues that enable the functionality of the CBI programming within the mission.

1. Participate in the technical design and coordination of the delivery of cash-based interventions (CBI) in Ukraine.

2. Participate in the development and adjustment of workplans, project budgets, Monitoring & Evaluation tools, standard operations procedures and technical guidelines in close coordination with colleagues to ensure an efficient and effective CBI delivery.

3. Coordinate the implementation of needs and market assessments to gather information to be used for the selection, design and implementation of appropriate CBI modalities.

4. Assist in the coordination and monitoring of the operational, administrative and financial aspects of CBI in accordance with IOM policies and practices as well as donor requirements.

5. Assist relevant colleagues in identifying adequate transfer mechanisms and financial service providers to ensure efficient and effective implementation of CBI.

6. Keep the supervisor informed on the status of implementation and cash distributions, identify gaps and suggest actions to improve implementation. 

7. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.

8. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. 

9. Liaise and coordinate with relevant partners engaged in CBI activities and attend Cash Working Group or other CBI-related meetings, workshops and forums.

10. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.

11. Undertake duty travel relating to CBI assessments, implementation and monitoring.

12. Perform such other duties as may be assigned.

• Bachelor’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or,

• Master’s degree in the above-mentioned fields.

   

• Experience in cash programming in humanitarian contexts, preferably across multiple sectors, including experience in emergency and conflict environments;

• Experience in working with migrants, refugees, internally displaced persons and other vulnerable groups;

• Prior work experience with international humanitarian organizations, non-government or government institutions or organization in a multi-cultural setting is an advantage.

• Experience liaising with governmental authorities, other national and international institutions and NGOs and building effective local partnerships including with the private sector.

• Proficient in Microsoft Office applications, including Word, Excel, PowerPoint and Outlook; 

• Attention to detail and ability to work in an organized manner; 

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

• Demonstrated interpersonal skills and strong communication skills;

• Knowledge of Sphere standards and other training in humanitarian response preferred.

For this position, fluency in English and Ukrainian is required (oral and written).
