Under the overall supervision of the Programme Manager for the African Development Bank Project, and the direct supervision of the Senior Technical and Vocational Education and Training Associate, the Private Sector and Civil Society Engagement Consultant will provide technical and operational support to the implementation of the African Development Bank (AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). This initiative aims to restore and expand access to essential services in health, technical and vocational education, and water and sanitation across four states (Aj Jazira, River Nile, Sennar, and White Nile), while strengthening resilience, community capacity, and equitable service delivery.
The Private Sector and Civil Soceity Engagement consultant will be responsible for supporting the delivery of technical and vocational education and training (TVET) activities, with a particular focus on private sector and civil society engagement, labour market linkages, and job placement, in accordance with IOM’s regulations, rules and procedures.
- Support the engagement of private sector employers, business associations, and commerce groups across various states to build partnerships in support of TVET, apprenticeships, and employment outcomes.
- Liaise with civil society organizations, community-based organizations, and women’s and youth groups to extend the reach of TVET and skills development activities to vulnerable populations, including internally displaced persons, returnees, and women.
- Support the planning, coordination, and field implementation of Labour Market Assessments (LMAs) across the 20 target communities, including liaison with national consultants, enumerators, and Area Coordinators, and contribute to the validation of findings with employers and training institutions.
- Support the negotiation, drafting, and follow-up of Memoranda of Understanding, apprenticeship agreements, and partnership arrangements with employers, training providers, and civil society partners, in coordination with the Senior TVET Associate and IOM legal and programmatic focal points.
- Contribute to the design and rollout of job placement, internship, and on-the-job training pathways for TVET graduates, including tracking placements, maintaining employer rosters, and supporting graduate follow-up to inform programme adjustment.
- Support the organization and delivery of TVET and skills development trainings, including logistics, participant selection, coordination with training centres, scheduling, and monitoring against project standards and gender and protection principles.
- Ensure conflict-sensitive and inclusive implementation of all engagement and training activities, with particular attention to internally displaced persons, returnees, women, and youth.
- Support the adoption, adaptation, and rollout of TVET curricula and training materials in coordination with the Senior TVET Associate, UNESCO, SCVTA, the National Council for Technical and Technological Education (NCTTE), and other relevant national institutions.
- Support the establishment and maintenance of a basic employment information system, including employer contact databases, vacancy registers, placement records, and lessons learned, to inform IOM and counterpart programming.
- Maintain accurate and confidential records and documentation of all engagement, training, and placement activities, including beneficiary lists, employer agreements, training reports, and placement tracking sheets.
- Prepare procurement requests, payment documents, and other administrative requirements related to engagement events, training delivery, participant allowances, and partner-led activities, and coordinate with logistics and procurement teams for timely delivery of equipment, training kits, and materials.
- Liaise with state and locality authorities, community representatives, TVET centres, and Community and Women’s Advisory Groups to ensure local engagement, ownership, and alignment of activities with community priorities.
- Contribute to the mapping, identification, and engagement of employers, sector associations, and civil society partners for internship, apprenticeship, and job placement opportunities, including for the community digital skills programs.
- Undertake frequent duty travel within Sudan to support engagement activities, attend coordination meetings, and monitor project implementation.

Requirements
~1 min read- University degree or higher in Education, Social Sciences, Business Administration, Development Studies, or a related field from an accredited academic institution with three years of relevant experience;
Accredited Universities are those listed in the UNESCO World Higher Education Database
- Experience working for non-governmental organizations, international governmental organizations, or UN organizations;
- Experience in TVET, skills development, employment programming, private sector engagement, or labour market activities, with strong report writing skills;
- Experience in administrative and financial management, budget monitoring, and internal control procedures.
- Sound knowledge of technical and vocational education and training systems, labour market dynamics in Sudan, and private sector and civil society engagement approaches.
Sound knowledge of Business Development Services (BDS) and different Entrepreneurship packages.
Comprehensive understanding of Public-Private Partnerships (PPP) and experience in applying them in practice.

- Ability to prepare clear and concise reports;

REQUIRED
For this position, fluency in Arabic and English is required (oral and written).

Responsibilities
~2 min readIOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
