Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.
The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

Regional Support Office of the Bali Process, Transnational Crime and Technology Team
Deliverables for the Programme Officer will be to:
- Support the organisation of meetings, roundtables, report launches, and other events led by the RSO’s TCT Programme. This will include:
- Developing key strategic and planning documents including concept notes, agendas, invitation letters and outcome reports.
- Supporting administrative elements of events, such as liaising with venues, facilitating event registration, organising travel arrangements, and completing mission reports.
- Coordinating with partners as necessary.
- Contribute to research, analysis and reporting to support the TCT Programme policy briefs, research publications, grant development, donor reporting and other similar outputs. This will include:
- Conducting desk research on topics related to transnational crime and technology.
- Producing summary documents or short briefs as requested by the TCT Programme Manager and other RSO staff.
- Supporting the editing and revision of the TCT Programme research outputs.
- Identifying potential funding opportunities and writing related grant proposals.
- Actively staying informed of the latest developments related to transnational crime and technology and providing inputs and support to RSO staff on related topics as requested.
- Develop strategic communication materials to support the objectives of the TCT Programme. Including:
- Authoring web stories to be posted to the RSO website.
- Developing social media posts in support of TCT Programme events, research outputs and broader strategic objectives.
- Maintaining a social media presence to highlight key facets of the TCT Programme’s work.
- Coordinating with the Communication and Engagement Team to ensure the TCT Programme is consistently and accurately reflected in RSO communications outputs.
- Participate in strategic planning processes, including workplan development.
- Monitor and evaluate programme implementation, including through:
- Developing monitoring and evaluation frameworks in conjunction with the TCT Programme Manager.
- Collecting and collating data related to activity implementation and tracking progress towards programme objectives.
- Inputting to weekly and monthly reporting as required.
- Develop and maintain relationships with key internal and external stakeholders and represent the RSO professionally and with integrity.
- Perform other duties as directed.
Performance management is a continuous process of improving performance by setting individual and team goals which are aligned to the strategic goals of the organization. The performance management process includes clarifying expectations, setting objectives, providing feedback, reviewing results and developing the knowledge, skills and abilities of staff.
All employees will participate in the RSO’s Performance Management Framework and prepare a Performance and Development Agreement (PDA) with their respective supervisor. The PDA will include their role and responsibilities, performance expectations and a development plan which the employee will be assessed against.
The Programme Officer may identify and pursue learning and professional development opportunities following endorsement and support from the Programme Manager and in line with the RSO Performance Management Framework.
Requirements
~1 min read- A graduate degree from an accredited academic institution in a relevant field (such as international relations, global studies, security studies or public administration)
- A minimum of 3 years of relevant professional experience is required.
- Experience in coordinating and facilitating large, international workshops/conferences is required.
- Experienced in supporting the drafting, revision, and publication of research related to international security, trafficking in persons and/or transnational organised crime.
- Prior work experience regionally or at the national level within a Bali Process Member State is a strong asset.
- Experience in programme planning, monitoring and evaluation is an asset.

Responsibilities

- →The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.
- →The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.
- →The position requires a minimum 3 days per week office-based work *subject to change*.
- →The starting salary of USD $2,123 will be paid monthly. Salary increases occur in line with the ‘RSO Personnel – Classification and Salary’ Guidelines.
