IOM Ethiopia is committed to involve people affected by crisis and other destabilizing factors in key decisions and processes that impact them and have effective communication and feedback channels that engage diverse members in a community, especially those most vulnerable and marginalized. AAP promotes people-centred approach that reinforces the broader accountability of the organization to all stakeholders including donors, governments and Member States.

Under the direct supervision of the Programme Support Unit (PSU) National M&E Officer, and the overall supervision of the Senior Programme Support Coordinator, the successful candidate will support the collation, analysis, and reporting of community and programmatic feedback on IOM SLO Addis Ababa Programme Office

  1. Support monitoring activities for selected projects, including participating in the design and implementation of data collection activities, post-distribution monitoring, exit interviews, and beneficiary verification, analysis of monitoring data and reporting, in coordination with the MEAL, Project Development and programme teams.

  2. Analyze monitoring data, provide actionable recommendations to address gaps and  dissemination approved data to programme and project development teams.  Follow up on the uptake of MEAL recommendations. 

  3.  Support the mainstreaming of AAP across all IOM programmes and programme management cycles.  Assist in coordinating  the implementation of the mission's AAP plan, including participating in the development of the AAP communication strategy, facilitation of inclusive community engagement in decisions making processes, and promotion of participatory approached in assessments, planning, implementation, and monitoring activities of IOM Ethiopia.

  4.  Support the management of the Mission wide multiple Community Feedback Mechanisms (CFM) including the phone hotline. Train and supervise the hotline operators and provide technical support in monitoring the effectiveness of CFM operations in the mission.

  5. Participate in planning, coordination,  and facilitation of  capacity building activities for IOM and partners staff to improving understanding of AAP and Communication with Communities (CWC) principles and approaches.

  6. Participate in the Interagency Accountability to Affected Populations Working Group (IAAPWG) meetings, maintain effective liaison and coordination with partners and United Nations Agencies relevant to effective implementation of AAP principles. 

  7. Support the Mission and the National MEAL Officer in advocacy and networking for improved understanding and adoption of AAP principles and approaches in the humanitarian response, maintaining the interlinkage with IAAPWG- E/CBCM/PSEA networks.

  8.  Document and disseminate key learnings and best practices emerging from monitoring activities and AAP endeavours, including through CFM reports and recommendations to improve internal controls and enhance the efficiency and quality of programming.

  9. Support the mission’s project development and reporting activities through timely inputs on project design, results matrixes (including indicators development) and provision of timely inputs for reporting.

Perform other duties as requested by the manager.

Required Qualifications and Experience

EDUCATION

  • School diploma with 7 years of relevant experience or,

  • Bachelor's degree in anthropology, social work, law, development studies, information management systems, communications, evaluation, analysis, human rights, international development, or other relevant field with five years of relevant professional experience.

     

     

    EXPERIENCE

  • Experience in the field of monitoring, evaluation, accountability and learning or community engagement communication works, especially within humanitarian emergency or post-emergency contexts;.Experience in facilitating AAP and Community Engagement and Communication trainings;

  • Experience with supervision roles for tasks of a similar nature to this assignment;

  • Experience working in liaison with GoE and international organizations;

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

 

SKILLS

  • In-depth knowledge of qualitative and quantitative assessments methods, analytical, report writing and visualization and information management skills.

  • In-depth knowledge of AAP principles.

  • Advanced knowledge of Microsoft Office, with proven experience in Word, Excel and Power point.

  • Knowledge of human rights and protection principles.

  • Knowledge of UN and bilateral donor programming.

  • Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats.

Languages 

REQUIRED

 Fluency in English and knowledge of spoken Amharic is required.

DESIRABLE

 Working knowledge of other local languages such as Somali or Oromifa or Tigrigna is an advantage.
