This role provides advanced analytical and technical data-management leadership supporting complex public health evaluation activities. You will lead sophisticated qualitative and quantitative analyses, transforming diverse datasets into reliable insights that inform program performance and improvement. The position combines data integration, quality assurance, evaluation methodology, and interpretation across multiple national, administrative, and program-level data sources. You will examine relationships between implementation processes and outcomes while supporting performance measurement and encounter-data analysis. A major focus is building reproducible analytical processes, ensuring data integrity, and translating complex findings into clear recommendations. The role offers the opportunity to contribute to high-impact public health programs while collaborating with program administrators, government stakeholders, and multidisciplinary teams.

Lead complex qualitative and quantitative analytical studies, interpret findings, and provide expert recommendations to support public health program evaluation and improvement.
Develop, integrate, clean, validate, and analyze evaluation datasets, ensuring analytical outputs are accurate, consistent, and reproducible.
Analyze implementation-related measures such as reach, fidelity, dose, adaptation, and contextual factors, and assess their relationships with program outcomes.
Conduct mixed-methods analyses that integrate qualitative and quantitative information to provide comprehensive program insights.
Support performance measurement and data extraction activities, including APR data and DPRP encounter-data analysis.
Integrate and analyze ADA/ADCES data, national-level secondary datasets, and other sources to support cross-site and program-level comparisons.
Develop structured analytical datasets and harmonize variables across multiple data sources and formats.
Establish data-quality processes, identify and document data-quality issues, and track corrective actions.
Develop reproducible analytical workflows, technical documentation, analytic summaries, and data-quality products.
Apply advanced public health research, evaluation, statistical, and data-management methodologies to complex analytical challenges.
Provide expert advice and consultation on analytical methods, evaluation approaches, technology, and interpretation of results.
Communicate complex analytical findings through written reports, presentations, briefings, and technical memoranda.
Present and explain recommendations to program administrators, public health stakeholders, community representatives, and senior officials.
Support program development, monitoring, and evaluation activities in accordance with applicable government procedures and guidelines.
Efficiently use and manage relevant CDC administrative systems, including Human Subjects, OMB, IRB, and E-Clearance systems.
Contribute to additional analytical and evaluation activities as required by program and project needs.

Requirements

Master’s degree in statistics, biostatistics, epidemiology, public health, data science, health informatics, or a related scientific or analytical discipline.
Minimum of 10 years of relevant professional experience in public health analytics, evaluation, data management, biostatistics, epidemiology, or a related field.
Advanced knowledge of public health research and evaluation principles, methods, concepts, and techniques.
Advanced knowledge of analytical methods, applications, and technologies used for complex public health data analysis.
Demonstrated ability to conduct and interpret complex qualitative and quantitative analytical studies.
Strong experience with implementation-related measures and linking implementation variables to program outcomes.
Experience integrating mixed-methods data and combining qualitative and quantitative findings.
Proven ability to develop structured analytical datasets, harmonize variables, clean and validate data, and document data-quality issues and remediation activities.
Experience integrating and analyzing multiple data sources, including secondary and national-level datasets.
Strong written and verbal communication skills, with the ability to translate complex analytical findings into clear, convincing recommendations for technical and non-technical audiences.
Knowledge of rules, procedures, and principles governing intramural and extramural program development, monitoring, and evaluation.
Proficiency with Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint.
Experience using and managing CDC administrative systems, including Human Subjects, OMB, IRB, and E-Clearance.
Previous experience working with government procedures, requirements, and guidelines.
Ability to successfully complete and maintain any required customer clearance, background investigation, or security requirements applicable to the position.
Strong analytical thinking, attention to data quality, problem-solving ability, and sound professional judgment.
Ability to work effectively with government stakeholders, public health organizations, program administrators, and multidisciplinary teams.
