Consultancy: Rapid Landscape Assessment of Digital Family Planning Products and Services in Kenya

Kenya has one of Africa's most dynamic digital health ecosystems, characterized by growing adoption of telemedicine, e-pharmacy platforms, digital counselling services, and mobile-enabled healthcare. At the same time, pharmacies continue to play a critical role in family planning (FP) service delivery, particularly among populations seeking convenient, private, and client-centered access to services.

Through the E-Pharmacy Project, substantial evidence has been generated on digital FP service delivery, including telemedicine, e-pharmacy models, user journeys, demand generation, insurance integration, digital counselling, regulatory reforms, and business models. While these efforts have generated valuable insights, there remains a need to consolidate stakeholder perspectives and emerging market trends to better understand the future of digital FP service delivery in Kenya.

The consultant will undertake a rapid landscape assessment of Kenya's digital family planning (FP) ecosystem through a combination of a focused desk review and stakeholder consultative workshops. The assessment will build on evidence generated through the E-Pharmacy Project and related digital health initiatives while identifying emerging trends, opportunities, challenges, and priorities for strengthening digitally enabled family planning service delivery.

The consultant will review relevant project documents, policy and regulatory frameworks, market assessments, sector reports, research publications, and industry intelligence related to digital health, family planning, telemedicine, digital counseling, pharmacies, e-pharmacies, and health financing.

The consultant will closely collaborate with the project team to convene and facilitate stakeholder consultative workshops involving key actors across the ecosystem, including government institutions, regulatory bodies, professional associations, pharmacy stakeholders, telemedicine and digital health providers, insurers, development partners, investors, and market-support organizations. These consultations will generate insights on current market dynamics, implementation experiences, emerging innovations, barriers to growth, and opportunities for scale.

The assessment will examine:

• The evolution of Kenya's digital family planning ecosystem, including telemedicine, digital counseling, e-pharmacy services, direct-to-consumer healthcare models, and emerging digital health innovations.
• Consumer demand, user behavior, and client experiences across the digital FP journey.
• The role of pharmacies and e-pharmacies in family planning and integrated health service delivery.
• Opportunities for expanding telemedicine, digital counseling, and referral models.
• Financing mechanisms and opportunities for integration within public and private health insurance schemes, including opportunities arising from Social Health Authority (SHA) reforms.
• The policy, regulatory, and market environment affecting digital family planning services.
• Emerging business models, partnership approaches, investment opportunities, and pathways to sustainable scale.

Drawing on the findings, the consultant will conduct an ecosystem and opportunity analysis covering market actors, service delivery models, financing pathways, partnership structures, innovation trends, barriers to scale, and priority opportunities for growth.

The consultant will develop practical recommendations for policymakers, regulators, donors, implementers, insurers, pharmacy stakeholders, telemedicine providers, digital health innovators, and investors. Recommendations should identify priority actions to strengthen policy and regulatory frameworks, improve service delivery, expand sustainable financing, foster strategic partnerships, and accelerate the scale-up of high-quality digital family planning services in Kenya.

The assessment should employ a rapid consultative methodology combining a targeted desk review with stakeholder consultative workshops.

The desk review will synthesize existing evidence from project documentation, policy and regulatory frameworks, market assessments, research publications, and industry reports. Findings from the review will inform stakeholder engagement and provide a foundation for the analysis.

The consultant will design and facilitate stakeholder consultative workshops to validate existing evidence, explore emerging trends, identify challenges and opportunities, and generate consensus around strategic priorities for the digital family planning ecosystem.

Workshop findings will be analyzed alongside evidence from the desk review to inform stakeholder mapping, ecosystem analysis, market opportunity assessment, and prioritization of recommendations. Particular attention should be given to opportunities for strengthening pharmacy-centered and digitally enabled family planning service delivery models, sustainable financing mechanisms, policy reforms, and public-private partnerships.

The consultant should propose the final methodological approach, stakeholder engagement strategy, workshop design, facilitation tools, analytical framework, and validation process as part of the inception phase.

The assignment is expected to be completed within a mutually agreed period proposed by the consultant. The consultant should submit a realistic workplan outlining the desk review, stakeholder consultative workshops, analysis, validation process, and report development milestones.

• Minimum 5 years of experience conducting landscape assessments, market analyses, health systems research, or strategic reviews in digital health, family planning, telemedicine, pharmacy, e-pharmacy, or health financing.
• Master’s degree in Public Health, Pharmacy, Health Economics, Health Policy, Digital Health, Health Systems Management, or a related field.
• A bachelor’s degree in pharmacy will be an added advantage.
• Demonstrated expertise in Kenya's digital health, family planning, pharmacy/e-pharmacy, and health financing landscape, including relevant policy and regulatory frameworks.
• Proven experience leading stakeholder consultations, workshops, and validation processes involving government, private sector, donors, and development partners.
• Strong track record in producing high-quality landscape assessments, technical reports, policy briefs, strategy papers, and investment cases.
• Experience in digital family planning, telemedicine, e-pharmacy, digital health innovation, or market development initiatives.
• Knowledge of health insurance and sustainable financing mechanisms, including public and private health financing reforms.
• Evidence of relevant peer-reviewed publications, technical papers, policy briefs, or research reports.
• Excellent analytical, writing, presentation, and stakeholder engagement skills.
