The AFGHS project is funded by the U.S. Department of State (DoS) to support the delivery of lifesaving, comprehensive maternal, newborn and child health (MNCH) and malaria services across Mainland Tanzania and Zanzibar. It aims to improve service and data quality, strengthen health-system integration and resilience, facilitate effective transition, and promote local ownership and accountability for sustained health outcomes.

Jhpiego works closely with the Ministries of Health in Mainland Tanzania and Zanzibar, the Reproductive and Child Health Section (RCHS), the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures to align implementation with national priorities and strengthen locally led implementation and oversight.

The Technical Advisor – Community-Based Health Services (TA-CBHS) provides technical guidance and implementation support for integrated, coordinated, and sustainable community health services aligned with national policies, guidelines, and approved minimum intervention packages for community health workers (CHWs) across Mainland Tanzania and Zanzibar. The Advisor provides technical oversight for community-based maternal, newborn, and child health (MNCH) and malaria interventions, including community-based insecticide-treated net (ITN) distribution as a key component of AFGHS malaria programming. The role supports the effective integration of community-owned resource persons (CORPs) and CHWs within existing government health systems, strengthening linkages between communities and health facilities to improve access, quality, and continuity of essential health services.

Working closely with Field Team Leaders, technical teams, and national, regional, and council government counterparts, the Advisor translates approved technical guidance into consistent field-level implementation, strengthens the capacity of community health workers and their supervisors, and identifies and addresses implementation and performance gaps. The Advisor ensures that technical activities and implementation priorities align with approved project milestones and payment-linked deliverables, supporting timely achievement, monitoring, and verification of results.

The Technical Advisor contributes to the project's sustainability and transition objectives by strengthening government leadership, ownership, and accountability for community health services. This includes supporting the institutionalization of government-led mechanisms for community health workforce planning, supervision, performance management, coordination, and compensation, as well as integration of community-based interventions into existing planning, financing, service delivery, and monitoring systems. The Advisor works with government counterparts to progressively strengthen their capacity to independently manage, oversee, and sustain quality community-based health services beyond project support. The Advisor also provides technical oversight of CSO subgrants supporting community-based MNCH and malaria services, ensuring quality implementation, performance accountability, alignment with government priorities, and strengthening of local partner capacity for sustainable service delivery.
