Koniag Management Solutions, LLC a Koniag Government Services company, is seeking an experienced Operations Research Analyst specializing in Integrated Master Schedule (IMS) and Earned Value Management (EVM) to support the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Residence Office (PRO) in Mobile, AL. This full-time position requires an individual with comprehensive knowledge of shipbuilding processes, project management methodologies, and EVMS surveillance to analyze contractor performance, monitor schedules, and provide critical insights into cost, schedule, and technical performance. The ideal candidate will possess proficiency in scheduling software (Primavera/MS Project), strong analytical capabilities, and knowledge of DCMA standards and ANSI-EIA 748 guidelines. This position requires Secret level security clearance and is based on-site in Mobile, Alabama.   Essential Functions, Responsibilities & Duties may include, but are not limited to:The Operations Research Analyst will provide project management, scheduling, EVMS surveillance, and performance analysis supporting OPC acquisition oversight. Principal responsibilities include: Plan, organize, and conduct surveillance activities ensuring shipbuilder's management control system complies with EVMS guidelines Develop processes with timelines to review shipbuilder deliverables related to EVM and IMS Consolidate assessments and findings in clear, cohesive, and concise reports Conduct detailed analysis of shipbuilder's Integrated Master Schedule and network schedules for all OPCs under contract Determine compliance with OPC Production Contract requirements, DCMA standards, and ANSI-EIA 748 guidelines Identify existing and potential problems impacting on-schedule completion or posing risk to cost, schedule, or performance Assess probability of shipbuilder meeting contract milestones and delivery schedules Validate shipbuilder EVM variance reports including Contract Performance Reports (CPR), Contract Funds Status Reports (CFSR), and Contractor Cost Data Reports (CCDR) Assist in determining Performance Measurement Baseline (PMB) compliance and Estimate at Completion (EAC) analysis Conduct production surveillance in shipbuilder facilities and aboard under-construction cutters Compare actual production status against shipbuilder-submitted IMS to verify accuracy Identify and analyze schedule conflicts or delays; propose resolutions to meet program timelines Provide input to risk management efforts including risk planning, identification, analysis, and mitigation activities Develop comprehensive reports and presentations detailing findings, problems, and risks to project goals Provide recommendations related to project control, corrective actions, and recovery methods Maintain OPC physical progressing model using Microsoft Project, SharePoint, and Power BI Audit shipbuilder's reported physical progress as directed by Project Manager Representative Create and update annual USCG OPC PRO program plan with detailed schedules, work packages, task books, WBS, and time-phased costs Track actual cost data by collecting budget and expense information; input into EVMS weekly reports Analyze expenditures comparing planned vs. actual costs by work package, WBS level, funding document, and cost category Generate reports analyzing spend plans, funding burn rates, resource tracking, physical progress, and cost/schedule performance indices Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for production impact Conduct CDRL reviews and generate contract correspondence Prepare narrative reports, trackers, lists, and spreadsheets documenting findings per EVM Center policy Provide notification of upcoming events and milestones to appropriate project leads Prepare scheduling materials (Gantt Charts, Tables, Milestone Charts) for project reviews Generate ad-hoc scheduling reports as required Attend meetings and provide presentations on EVM and IMS status   Education and Experience:Required: Bachelor's Degree in engineering, technical, or business-related field Minimum of five (5) years' experience supporting project management and shipbuilding processes   Clearance Requirement: Secret level security clearance   Substitution for Bachelor's Degree: Five (5) or more years of relevant experience in addition to required minimum years OR EVM certification: Earned Value Management Professional (EVMP®) or Earned Value Management Director/Officer (EVMD/EVMO™)   Required Skills and Competencies: Comprehensive knowledge of shipbuilding processes, techniques, and procedures Knowledge and skill in applying analytical and evaluative methods for EVMS surveillance programs Ability to produce EVM reports, briefs, and presentations forecasting current EVM status Proficiency in stand-alone and enterprise versions of MS Project® and Primavera® scheduling software Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques Ability to analyze historical cost and schedule data and project performance trends Familiarity with DCMA standards and ANSI-EIA 748 guidelines for IMS and EVMS practices Knowledge of auditing organizations (DCMA, DCAA), programs, and functions Understanding of overall acquisition process and contract administration services Proficiency in Microsoft Office software suite including Word, PowerPoint, Power BI, and Excel Strong analytical and problem-solving capabilities Excellent written and oral communication skills Ability to work independently with minimal supervision while meeting tight deadlines Capability to perform moderate walking and movement through active shipyard and ships under construction Strong attention to detail in data analysis and variance identification Ability to develop and deliver technical presentations to Government stakeholders   Desired Skills and Competencies: Active Earned Value Management Professional (EVMP®) certification Experience with Coast Guard or Navy shipbuilding acquisition programs Familiarity with Major System Acquisition Manual (MSAM) processes and milestone requirements Experience conducting production surveillance in shipyard environments Knowledge of configuration management and engineering change control processes Experience with Defense Contract Management Agency (DCMA) oversight activities Understanding of shipbuilder Quality Management Systems (QMS) Experience with Physical Configuration Audits (PCA) Knowledge of lifecycle cost estimating methodologies Experience with risk management frameworks and risk mitigation strategies Familiarity with Critical Path Method (CPM) scheduling techniques Experience with Integrated Baseline Reviews (IBR)   Our Equal Employment Opportunity Policy The company is an equal opportunity employer.
