As Director, Telecom Program Radio and Spectrum, you own delivery of the Mission Critical Radio Communications and Spectrum Management services for every LA28 venue. You will oversee end-to-end milestone execution, mitigating bottlenecks so services are delivered on schedule and aligned to strategic goals from planning through to Games-time operation. You are the operational bridge between regulators, telecom suppliers, and venue teams. It suits an experienced program leader who can establish a mission-critical communications operation from the ground up.

 

Responsibilities

  • Provide project delivery oversight to ensure that the Radio Communication systems are delivered meeting the needs of operational user groups in line with LA28’s service requirements across competition and non-competition venues. This requires a complex mix of network capacity, fleetmap creation, asset management, device configuration and user training.  
  • Ensure LA28 successfully implements Spectrum Management operations. This requires a complex mix of channel plan creation, temporary release of frequencies/bands, stakeholder management, application processing, licensing, testing and tagging, monitoring, interference investigation and enforcement. 
  • Serve as primary operational liaison across regulators (FCC and NTIA), telecom suppliers, venue management, and internal teams for escalation and compliance to ensure success through the various phases of planning, readiness and operational delivery of the Games.  
  • Management of risks and issues, by undertaking daily risk/issue identification, response planning and resolution, articulate and escalate as required. 
  • Ensure robust policies and processes are defined, communicated and implemented.  
  • Manage daily operations to ensure interference free RF spectrum and effective operations of radio communication systems in line with agreed service levels.  

 

  • 8+ years of telecom program and project management experience, ideally within large-scale, complex events or venue environments.  
  • End-to-end program delivery expertise covering budget oversight, risk management, vendor accountability, and operational leadership through complex events.  
  • Broad wireless telecom knowledge with deep expertise in wireless systems, and radio communications for mission-critical event operations.  
  • Deep understanding of telecom regulatory environments and spectrum management, with FCC collaboration experience a strong advantage.  
  • Proven cross-functional stakeholder management and executive-level communication, reporting program status to senior leadership and managing critical escalations. 

  

  • Broader telecom knowledge spanning WAN, LAN and Wi-Fi.  
  • Knowledge and experience with broadcast networks and systems. 
  • Knowledge and hands-on experience with MCPTT radio systems.  
  • Knowledge and experience telecom network monitoring

Requirements

  • Available to work onsite in our Downtown Los Angeles-based office. 

  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment. 

  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment. 

  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods. 

  • Perform other duties as required; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games.
