The position of Engineer Mechanical Planning supports the Turnaround Maintenance Group and Plant Operations to keep the plant operating at its optimum reliability and capacity in a cost effective and timely manner. The position is a hand-on position and handles work planning, project proposals, scheduling approved projects, contractor management, contractor tracking and budget control. Oversee alignment with the maintenance planning and scheduling initiatives. |

General Support
- Develop detailed work plans for mechanical activities for plant expansions, new construction and preventive & corrective maintenance is scheduled & performed and that sufficient resources are sourced from contractors and vendors in order to keep the MWSPC’s operations running optimally and continuously.
- Monitor project work of contractor / vendors and develop status reports for management.
- Supporting secondary discipline planning to finalize plans for the mechanical activities associated with mechanical, control systems and rotating equipment jobs
- Coordinates with the mechanical, control systems and rotating equipment, and Operations Planners regarding scope development, scope additions, isolations, work planning, PPE, permitting requirements, etc.
- Supports the development of the site/unit infrastructure and facilities (provide summary of needs to Logistics Coordinator, esp. long-lead deliveries).
- Participates in review meetings and creation of lessons learned.
- Scoping and physically inspecting the job.
- Identifying the necessary resources including craft skills, equipment, parts, material required, contractor support, tools.
- Procuring the necessary parts and materials to execute the job.
- Estimating labor hours.
- Procuring drawings and specifications.
- Specifying permit requirements.
- Evaluation of maintenance plan creation or upgrade.
- Evaluation of preventive/predictive maintenance tasks.
- Coordinate with other Turnaround Planners for Major Shutdowns, Maintenance Capital Projects, and Major Maintenance work.
- Includes preparation of schedule reports and instrument work orders for projects and/or outages.
- Handles Mechanical planning and scheduling through outage and operation schedules.
- Coordinate with purchasing, production and engineering department.

Project Packages Requirements
- Develop Project Packages for constructability and feasibility.
- Source materials,
- Equipment,
- Availability specialist vendors who can deliver the work within the time frame.
- Ensure a detailed work schedule is produced and approved to meet MWSPC’s optimization requirements.
- Assembling job packages
- Ensure contractors understand the contents of mechanical work packages.
- Provides contractors with any additional documentation needed to conduct work properly.
- Provides input to contractor evaluations
- Ensure all required equipment / spare parts and material requirements are on sight in advance of project start date.
Inventory / Spare Parts
- Directs and coordinates the evaluation of the inventory of all spare parts for validation and determination of dormancy to ensure 1) adequate stock is available and 2) excess inventory is reduced.
- Coordinate spare parts and material requirements between maintenance and warehouse.
Cost and Budgeting Management
- Review costs of labor, equipment, materials and property to maintain a cost-effective package which are within approved project budget.
- Ensure all invoices are allocated to correct budget units and accounting sub-groups.
- Ensure department cost summaries and analyses are produced for each unit, based on maintenance, project and shutdown costs to be interpreted against international benchmarks and worldwide trends for management review.
- Provides input to the annual mechanical maintenance budget for each plant in conjunction with all parties concerned including the relevant Plant Manager.
- Provides input to the capital planning budget considering improvement opportunities and end of life replacement requirements.

- Contribute to the development and implementation of functional policies, processes, procedures and controls covering mechanical planning for the operation at MWSPC.
- Ensures implementation of policies, processes, procedures and controls are in compliance with relevant procedural/ legislative requirements while delivering the appropriate quality and targeted objectives in a cost-effective manner.
- Carries out the Establish planning service level agreements with other customers.
- Provides clear knowledge of laws, regulations, and guidelines within industries to ensure compliance with regulatory agencies and organizations.

- Develops and maintains positive relationships with wide range of superiors and subordinates’ personnel, both internally and externally.
Health, Safety and Environmental
- Promote a culture of “Safety First” as reflected by low accident and incident rates.
- Ensure implementation of the operational HSE Management System to ensure all MWSPC staff observe standard HSE processes and operating procedures.
- Participates in Emergency Response and Command activities as required.
- Ensure that all mechanical personnel and contractors are fully briefed and trained on MWSPC’s HSE regulations and adhere with them.

Skills:
Budgeting, planning, forecasting and staff development skills
- Proven track record of scheduling and directing maintenance support personnel for other major Industrial Manufacturing organizations
- Strong working knowledge of relevant engineering principles and practices in chemical, mining or relevant in engineering and maintenance fields.
- Proven track record of managing time limited projects
- Excellent relationship building skills (internal and external)
- Strong work ethic and be able to adhere to company, policies, and standard business etiquette.
- Awareness of live plant work constraints, understanding of all the key business processes that support maintenance
- Establishment of strong network of suppliers and vendors
- Excellent written, verbal and presentation skills in English required,
- Self-starter with minimal supervision for routine activities.
- Extensive computer skills in using Microsoft software (Word, Excel, PowerPoint, etc.) plus other software pertinent to the work performed would be advantageous.
- Ability to work with diverse populations and foster a cooperative team environment.
- Bi-lingual or multi-lingual is a plus
- International work experience in remote camp environment.
