The Governor’s Office of Crime Prevention and Policy serves as a coordinating office that advises the Governor on criminal justice strategies. The office plans, promotes, and funds efforts with government entities, private organizations, and the community to advance public policy, enhance public safety, reduce crime and juvenile delinquency, and serve victims.\r\n

Main Purpose of Job

An Agency Grants Specialist II is the full performance level of work evaluating grant proposals, distributing grant monies, and monitoring and reporting on grant programs. Employees in this classification do not supervise other Agency Grants Specialists.\r\nThis position will require 100% pre to post grant award support to sub-recipients which encompasses: reviewing grant applications factoring financial and programmatic deliverables, preparing and processing applications in the Grants Management System, sub-award monitoring of financial, performance, and progress reports for accuracy, sufficiency, and compliance with agency and federal guidelines (as applicable), analyzing and processing Grant Adjustment Notices (GANs), preparing sub-award closeout and reporting, maintaining federal compliance, providing customer friendly technical assistance to sub-recipients, and maintaining communication with internal and external stakeholders of the key deliverables: Financial, Performance, and Progress of the assigned award portfolio.\r\nThis position will also be responsible for performing data entry duties and maintaining records in the Grants Management System (GMS) administered by the Office.\r\n

POSITION DUTIES

\r\n\r\n- Conduct Pre to Post Award monitoring� (including regular site visits, desk audits and collecting/analyzing financial activities, performance measures, and progress reports) to ensure compliance with all federal and State regulations and grant conditions.\r\n\r\n\r\n- Review grant applications, budget proposals, and reports for accuracy, completeness, and compliance with submission guidelines and determine the allowability of proposed activities and charges, financial stability of applicants, and applicant adherence with applicable regulations and with established policies and procedures. Recommend revisions to grant proposals and budgets to achieve approvable status.\r\n\r\n\r\n- Assist with Notice of Funding Availability (NOFA) releases, application review and award, peer review, application processing, sub-award closeout, grant adjustment notification (GAN) review for sufficiency, and submission of federal paperwork (ex. Award applications, surveys/questionnaires, and extensions) as requested.�\r\n\r\n\r\n- Maintain up-to-date records on grant awards and expenditures in the Grants Management System. Perform data entry in the GMS and validate data in the Performance Measurement Tool (PMT), Federal Funding Availability and Transparency Act Subaward Reporting System (FFATA), and the Sub-Grant Report (SAR).�\r\n\r\n\r\n- Collaborate with program staff and State and federal representatives as needed throughout grant cycles. Provide training to new grant staff within the agency as needed. Conduct and organize technical assistance calls to address sub-recipient inquiries, training gaps, in provision of excellent customer service.�\r\n\r\n\r\n- Run queries and reports from the Grants Management System (GMS) conducting analysis on a monthly basis. Issues must be escalated to the Program Manager, Division Director, Director off Grants, Program/Policy contact, and Budget/Accounting Offices (as applicable).�\r\n\r\n\r\n- Provide monthly updates on financial award balances, project performance and progress to the Director of Grants, Chief Financial Officer, and the Program Division Director.�\r\n\r\n\r\n- Maintain certification and compliance with Department of Justice (DOJ) training requirements.�\r\n\r\n\r\nSpecial projects as assigned by management.\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation,\r\npresentation and execution.\r\n\r\n\r\nNotes:�\r\n\r\n\r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or\r\nuniversity and three years of experience in grant evaluation and monitoring or budget preparation,\r\npresentation and execution for the required experience.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

-Two years of working with state and/or federal grant funding\r\n-Six months of experiemce performing the full life cycle in grant management work\r\n
