Main Purpose of Job

The Health Services Cost Review Commission (HSCRC) is seeking a Chief of Model Transformation to support the implementation of the State’s Achieving Healthcare Efficiency through Accountable Design (AHEAD) Model. The primary purpose of the position is to support agency leadership in advancing model transformation and program development under the AHEAD Model, while also developing, managing, and refining HSCRC policies under the Commission’s regulatory mandate and the terms of the Model.\r\n\r\n\r\nThis position will play a key role in coordinating with the Center for Medicare and Medicaid Innovation (CMMI), State agencies, providers, the State-designated health information exchange (HIE), and other stakeholders to support program design, align policy initiatives, and facilitate effective implementation. The incumbent will conduct qualitative and quantitative analyses to inform strategic, operational, and policy decisions; monitor compliance with model requirements, deliverables, and deadlines; and manage assigned policy initiatives through ongoing evaluation and improvement. The position will also be responsible for preparing reports, recommendations, and other policy materials that support the State’s healthcare transformation goals and successful administration of the AHEAD Model.\r\n

POSITION DUTIES

This position will:\r\n������� Support the analysis, design, and implementation of new and existing programs under the AHEAD Model.�\r\n������� Coordinate with HSCRC staff, CMMI, and external stakeholders on global budgets, policy alignment, and program development.�\r\n������� Conduct qualitative and quantitative analyses to inform model operations, policy decisions, and strategic priorities.�\r\n������� Monitor compliance with AHEAD Model requirements, deliverables, and deadlines.�\r\n������� Engage hospitals, physicians, community organizations, and other stakeholders through public and private forums.�\r\n������� Coordinate implementation activities with State agencies, the State-designated HIE, and external contractors.\r\n������� Manage assigned policies, provide subject-matter expertise, and support continuous policy improvement.�\r\n������� Develop internal and external policy materials, reports, and recommendations.\r\n

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Master's degree from an accredited college or university in Public Policy, Public Health, Health Administration or related field and five (5) years of professional work experience and exposure to CMMI's AHEAD model.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess specific knowledge of Maryland's AHEAD model contract and familiarity with CMMI processes and models. Preferred candidates should also possess experience with priority iterations of the Maryland Model (Total Cost of Care Model and All-Payer Model) and Maryland hospital reimbursement generally.\r\n
