Main Purpose of Job

The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader�to serve as the Chief of Performance Improvement and Innovation. This position will play a pivotal�role in developing, implementing, and overseeing the agency's performance metrics across all DGS�divisions.\r\n\r\n\r\nThe position will oversee comprehensive human-centric performance and the build-out,�implementation, and adoption of a continuous improvement program that stretches across the entire agency,�to enhance efficiency and effectiveness across all divisions. This position will play a pivotal role in�fostering a culture of continuous improvement, ensuring timely and comprehensive responses to�challenges, and optimizing operational processes that are designed with a deep understanding of the human�and behavioral elements of a high-functioning organization. The incumbent will manage a team of analysts�dedicated to providing trend analyses, data visualization, and other essential process improvement�functions. Additionally, this role will contribute to the creation of the agency’s Strategic Plan by providing�critical insights into the effective measurement of short, medium, and long-term goals.\r\n\r\n\r\n

POSITION DUTIES

\r\nStrategic\r\nLeadership:\r\n\r\n\r\n\r\n Develop and implement comprehensive performance\r\n management, process improvement, and innovation strategy for the agency.�\r\n Co-create and maintain performance metrics to\r\n evaluate the effectiveness of various DGS divisions within the agency.�\r\n Drive a culture of continuous improvement and\r\n accountability throughout the organization.�\r\n\r\n\r\nData Analysis and�Visualization:��\r\n\r\n\r\n Participate in and/or oversee the collection,\r\n analysis, and reporting of performance data.�\r\n Guide data analysts in performing trend analyses\r\n and creating visualizations to support decision-making.\r\n Ensure the accuracy and integrity of performance\r\n data.�\r\n Develop and oversee maintenance of an\r\n agency-wide integrated data management platform.\r\n\r\n\r\nProcess Improvement:�\r\n\r\n\r\n Work with unit heads to identify\r\n opportunities for process improvements and operational efficiencies within the department.�\r\n Manage the implementation of best practices and\r\n innovative solutions to enhance agency performance.\r\n Collaborate with unit heads to develop and\r\n execute improvement initiatives.\r\n\r\n\r\nStrategic Planning:��\r\n\r\n\r\n Participate in the development of the agency’s\r\n strategic plan.�\r\n Provide critical insights into the measurement\r\n of short, medium, and long-term goals.�\r\n Work with senior leadership to align performance\r\n metrics with strategic objectives.��\r\n Assist in defining key performance indicators\r\n (KPIs) to track progress towards strategic goals.\r\n\r\n\r\nReporting and Communication:��\r\n\r\n\r\n Prepare and present performance reports to\r\n senior leadership and stakeholders.�\r\n Communicate performance insights and\r\n recommendations clearly and effectively.���\r\n Serve as the primary point of contact for\r\n performance management inquiries.��\r\n Serve as DGS’s liaison to the Governor’s Office\r\n of Performance Improvement (GOPI).��\r\n Serve as one of DGS’s representatives on the\r\n Governor’s Performance Improvement Council.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\nEducation: Bachelor’s degree in Public Administration, Business Administration, Organizational Development,\r\nData Analytics, or a related field. Master’s degree preferred.\r\n\r\n\r\nExperience:�\r\n\r\n Minimum seven (7) years of progressive professional experience in process improvement,\r\n organizational development or organizational change, innovation, or a related field, with at least 3\r\n years at a senior leadership level.�\r\n Experience leading large-scale change initiatives and continuous improvement programs.�\r\n Proven track record of managing cross-functional teams and projects, and experience developing\r\n and implementing performance measurement systems.�\r\n Experience with human-centered design principles and their application in organizational\r\n development is preferred.�\r\n Strong background in data analysis and performance metrics to drive decision-making and\r\n improvement initiatives.�\r\n Proficiency in project management methodologies (e.g., Agile, Lean, Six Sigma) to drive process\r\n improvements and innovations.�\r\n Ability to work in a fast-paced environment; strong analytical skills, and strong written and verbal\r\n communication skills.�\r\n \r\n Excellent interpersonal and collaboration skills, with a history of working effectively with multiple\r\n stakeholders across various departments or sectors.\r\n \r\n\r\n\r\n\r\n\r\n\r\n\r\n
