Main Purpose of Job
Chief of Staff (current position):�\r\nIncumbent is responsible for providing executive management and administrative support to the Director of the Office of Child Support using a high degree of independent judgment in accordance with agency, State and Federal policy while maintaining confidentiality. Incumbent is responsible for acting as a representative in the absence of the Director ensuring the agency is compliant with State and Federal policy. Designates the workload of employees, monitoring the amount of work and making reassignments as necessary. Ensures facilities projects are completed for the agency. Manages the distribution of inventory to the staff. Answers questions, handles complaints and counsels employees regarding job duties, office policies or problems with other agencies. Prepares PEP and conducts evaluation/counseling sessions with employees. Coordinates leave of employees, recommending approval or disapproval of leave requests as necessary to adequately staff the unit. Trains staff members in their established job duties and to use the child support computer system and all related equipment and computer programs. The staff services workers’ output is reviewed by this incumbent for achievement of service, unit goals, and agency goals and in accordance with Federal, State and local policies and procedures. The incumbent is also responsible for tracking and following up on project initiatives implemented for the agency; insuring internal and external partners are implementing those projects, ensuring logistical operations are running smoothly.\r\n\r\n\r\n\r\nNature of Work Administrator III Supervisor:\r\n\r\nSupervisor encompasses administrative staff work related to\r\nthe administration of departmental policy and overseeing or coordinating agency\r\noperations or functioning as a special assistant to an executive. Employees\r\nengaged in overseeing or coordinating agency operations are responsible for\r\nplanning, organizing, implementing, administering and supervising the\r\ninterpretation and application of agency policies, directives and procedures\r\ndesigned to accomplish the mission of the agency. Employees functioning as Special Assistants to departmental executives are responsible for program or\r\nproject review, development, evaluation and coordination. Employees in this\r\nclassification supervise professional and/or support staff.\r\nEmployees receive general supervision from a higher-level\r\nadministrator or executive.\r\nPosition allocation within the series is determined on the\r\nbasis of relative job evaluation among similarly functioning positions. The job\r\nevaluation factors include: qualifications; nature and purpose of personal\r\ncontacts; nature of recommendations, commitments, decisions, and conclusions;\r\ncreative thought; responsibility for planning; responsibility for\r\nadministration; and nature of supervision received.\r\n\r\n
POSITION DUTIES
Chief of Staff (current position):\r\n\r\n\r\nExecutive Management and Administration:\r\n\r\n\r\n\r\n Serves as a representative of the Director communicating the Director's vision to other employees and members of the public; Make recommendations and advise the Director, updates and implements agency COOP plans and department wide policies, Maintain fleet equipment, Supervisor the Quality Control Unit.�\r\n\r\n\r\n\r\n\r\nSpecial Projects:�\r\n\r\n\r\n Apply for agency grants, represent the Department on external commissions and advisory councils and interagency committees, oversees and coordinates projects and events.�\r\n\r\n\r\n\r\n\r\nCustomer Service Delivery:�\r\n\r\n\r\n Ensure staff are trained in customer service and provide excellent customer service to internal and external customers.�\r\n\r\n\r\n\r\n\r\nExample of Work:\r\n\r\n\r\n\r\nWhen functioning as Administrators overseeing or coordinating agency operations:\r\n\r\n\r\n Plans, organizes, assigns, reviews and approves the work of professional and/or support staff.\r\n Supervises professional and/or support staff.\r\n Assists in the direction of the daily operations of a unit or division.\r\n Evaluates efficiency of operations and develops, revises and recommends new policies, standards, and workflow procedures, using new technology where appropriate.\r\n Interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the unit or division.\r\n Implements new regulations and policies as directed by upper management.\r\n Sets goals and deadlines and oversees the workflow of the unit.\r\n Coordinates workflow with Administrators of other units in areas of work spanning multiple units.\r\n Coordinates leave and staff coverage of unit or division.\r\n Performs other related duties.\r\n\r\n\r\n\r\n\r\nWhen functioning as Special Assistants to executives:\r\n\r\n\r\n Plans, organizes, assigns, reviews and approves the work of professional and/or support staff.\r\n Supervises professional and/or support staff.\r\n Researches and compiles information as directed by the executive and may recommend innovative ideas or methods of doing business.\r\n Reviews, evaluates and assists in the development of agency policies and programs.\r\n Promotes the work of the agency through frequent contact with interested groups and individuals.\r\n Makes recommendations to upper management and executives concerning new or revised legislation affecting the agency.\r\n Develops and recommends new standards, methods of operation and new technology to accomplish the mission of the agency.\r\n May work on sensitive and confidential projects requiring discretion and judgment in the release of information.\r\n May act as the representative of the executive in meetings and conferences.\r\n May act as a liaison between the executive and agency units.\r\n May act as team leader for special projects.\r\n Performs other related duties.\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nEducation: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Six years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
