Main Purpose of Job

This position serves as the Deputy Chief of Maintenance Engineering for the design, inspection, and repair of systems and utilities related to the maintenance of buildings and grounds. This position manages fund sources (program open space, underground tanks, hazardous material, capital, and operating maintenance budgets). The position also manages personnel and financial resources and develops short- and long-range plans for program operations.\r\n\r\n\r\nProvide management and supervision of the staff responsible for maintenance engineering work, as mandated by the Statewide maintenance and repair program for all State-owned properties. This position is responsible for identifying maintenance deficiencies, prioritizing maintenance projects, managing program open space, hazardous materials facilities renewal, underground tank, using agency appropriations, and emergency projects.\r\n\r\n

POSITION DUTIES

Duties\r\ninclude but are not limited to:\r\n\r\n\r\nThis position is the primary backup for the\r\nChief of FED and will act on their behalf when the Chief is unavailable.\r\n\r\n\r\nReview, assign and manage project management, hazardous materials, assessment and roof section work to assure timely completion.\r\n\r\n\r\nEstablish policies and procedures for these programs, revising as necessary. State goals, standards and controls to meet program objectives.��\r\n\r\n\r\nCoordinate with management and executive level personnel from DGS and other agencies regarding requirements, priorities, budget limitations, fund sources and other matters related to these budgets and maintenance requirements of State owned building so that funds are appropriated and expended within time restrictions.�\r\n\r\n\r\nSupervise positions in project management, hazardous materials, roofing and assessment programs including.facilities inspections, project justifications, AIE selection, bidding, award of contract and completing projects on schedule and within budget.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\n\r\n\r\n Minimum of Five (5) years of project management experience, with three of those years in a project management managerial role.\r\n \r\n Experience overseeing multi-agency or multi-site facility inventories (e.g., managing facilities programs spanning hundreds of buildings).\r\n Hands-on management of specialized environmental compliance programs, specifically Hazardous Materials abatement (asbestos, lead) and Underground Storage Tank (UST) replacement and compliance or environmental regulations (e.g., stormwater management, building energy performance).\r\n Strong analytical and organizational skills, with the ability to manage multiple projects with competing deadlines.\r\n Knowledge of the Office of State Procurement policies.\r\n Direct experience preparing and executing public-sector capital maintenance budgets, navigating state procurement regulations (e.g., Board of Public Works agenda item preparation), and testifying or presenting before legislative/budget committees.\r\n Familiarity with state-specific funding mechanics such as Program Open Space, Critical Maintenance Funds, and Facility Renewal Funds.\r\n Experience utilizing public sector enterprise resource planning or asset management tracking systems (such as modern capital asset tracking databases) to manage project lifecycles, schedules, and financial updates.\r\n\r\n\r\n
