Main Purpose of Job

The Maryland Department of General Services (DGS) is looking\r\nto hire a talented and experienced Director of\r\nGovernment & Legislative Affairs within our Office of External Affairs. The\r\nDirector will oversee DGS’s Office of Government & Legislative Affairs and\r\nwill provide updates to the Office of the Assistant Secretary of External\r\nAffairs, the Secretary of DGS, and other appropriate executive staff as it\r\nrelates to legislative activities both during and outside of the annual\r\nLegislative Session of the Maryland General Assembly (MGA).\r\n\r\n\r\nAs DGS’s liaison with state, local, and federal governments, as\r\nwell as elected officials, the Director oversees the effective and efficient\r\nfunctioning of the agency’s legislative office.\r\n\r\n

POSITION DUTIES

The Director’s responsibilities include the timely review of\r\nstate and federal legislation; analysis and input on proposed legislation;\r\ntracking legislation; submission of reports; and editing and completing fiscal\r\nimpact statement requests received from the Department of Legislative Services\r\n(DLS). The Director manages the completion of information requests from the\r\nDLS, the Department of Budget and Management (DBM), members and staff of the\r\nGeneral Assembly, and others within the Executive and Legislative branches. The\r\nDirector is required to understand the agency's various operations and to\r\nconsult with and advise the DGS divisions and other relevant Executive Branch\r\nagencies on legislation that may affect the agency and/or the State. The\r\nDirector is responsible for the drafting (and, in some cases, the presentation)\r\nof testimony to legislative committees upon internal agency, Governor’s\r\nLegislative Office approval, and, if applicable, DBM. The Director manages and\r\nassists in the timely completion, review, editing, and submission of mandated\r\nreports, and responds to legislative inquiries promptly and completely. \r\n�\r\nThe Director is responsible for establishing and continuing to\r\ndevelop legislative relationships with elected officials and staff, and for\r\nmonitoring live sessions of the Maryland General Assembly, committees, and\r\nbudget hearings.�\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n\r\n Bachelor’s degree in\r\n Political Science, Public Policy, Law, Public Administration, or a related\r\n field. Master’s degree in one of these subject areas is preferred.��\r\n At least 10+ years of\r\n experience in government relations, legislative affairs, or public policy, with\r\n at least 2-3 years in a senior or leadership role.\r\n Experience working in\r\n a government role (e.g., legislative staff, agency advisor) or experience\r\n directly engaging with lawmakers in the public and/or private sectors is\r\n required.\r\n Experience within the\r\n State of Maryland is highly desirable.\r\n In-depth knowledge of\r\n legislative processes at the federal, state, and local levels, and proven\r\n experience advocating for policy positions and influencing legislative\r\n outcomes.\r\n Demonstrated ability\r\n to analyze complex policy issues, develop strategic positions, and craft\r\n legislation or regulatory proposals.\r\n Strong experience\r\n building and maintaining relationships with elected officials, legislative\r\n staff, government agencies, and key stakeholders.\r\n Excellent written and verbal communication skills, with the ability to clearly convey policy positions and legislative priorities to diverse audiences.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n
