Main Purpose of Job

The Environmental Compliance\r\nSpecialist (ECS) is an entry-level position in the Mobile Sources Control\r\nProgram (MSCP) in the the Air and Radiation Administration. The incumbent in\r\nthis position will inspect permitted facilities for compliance with the quality\r\nassurance requirements of the Vehicle Emissions Inspection Program (VEIP),\r\nCOMAR 11.14.08.���� \r\nThe working conditions of this\r\nposition involve exposure to uncomfortable or unpleasant surroundings. Work may\r\ninvolve exposure to all weather conditions. �Work involves exposure to hazardous conditions, which may result in\r\ninjury.� Work may take place in areas\r\nwhere motor vehicles are operated and mobilized. Work also may involve exposure\r\nto exhaust fumes chemicals, slippery floors, and pressurized gas. Work requires\r\nuse of protective equipment such as googles, gloved, mask, etc.\r\nThe incumbent in this\r\nposition will be required to drive a State vehicle. If you maintain an\r\nout-of-state driving license, you must provide a certified copy of your driving\r\nrecord for the appropriate Motor Vehicle Administration at the time of\r\nappointment. Individuals must maintain a driver's license with no more than 5\r\npoints on their driving record in order to drive a State vehicle. \r\n

MINIMUM QUALIFICATIONS

Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.\r\nNotes:\r\n1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental�engineering, biology, chemistry, agronomy, forestry or other�related discipline and two years of experience performing�inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required�experience.\r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.\r\n3.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Please note that your answers to the supplemental\r\nquestionnaire must correspond to the information provided on your application\r\nto receive credit.\r\n\r\n\r\n\r\n\r\n Experience with\r\n motor vehicle emissions testing and emissions control systems.\r\n Experience with\r\n electronic equipment, i.e., emissions test equipment, laboratory, vehicle\r\n repair shop.\r\n Experience with\r\n databases/spreadsheets, recordkeeping, and creating summary reports.\r\n Experience\r\n working with a variety of people, i.e., business owners, private citizens, etc.\r\n Familiarity with\r\n pollution issues related to motor vehicle exhaust.\r\n\r\n\r\n

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. \r\n
