Main Purpose of Job

This is a supervisory position within the Lead Poisoning\r\nPrevention Program (LPPP), under the Lead Compliance and Enforcement Division\r\nof the Land and Materials Administration.\r\nAs the Section Head of the Baltimore Region, primary responsibilities are\r\nto supervise, lead, train, and mentor a team of Environmental Compliance\r\nSpecialists (ECS) to ensure compliance with State and federal environmental\r\nlaws and regulations. Also, review and approve lead enforcement cases submitted\r\nby ECS team members prior to submission to the Division Chief for further\r\nreview or resolution, and support the performance of Environmental\r\nInvestigations and assign ECS team members to assist with investigations\r\ninvolving children diagnosed with elevated blood lead levels.\r\nThe working conditions, physical demands, and safety\r\nrequirements associated with this position:\r\n\r\n Field inspections are conducted in residential properties across the\r\n state/assigned area in all weather conditions, primarily in urban settings with\r\n properties in various stages of repair. The work involves potential exposure to\r\n hazardous conditions that may result in injury. Nitric acid is used as a\r\n preservative when collecting water samples, if necessary. Potential low-level\r\n radiation exposure exists due to testing instruments equipped with radioactive\r\n sources for lead-in-paint testing.\r\n Position requires special physical demands, including lifting 50 pounds or more\r\n and climbing ladders. Inspections include commercial and public buildings, as\r\n well as construction projects with steel structures (such as bridges or\r\n elevated storage tanks) that require ladder climbing to access work areas.\r\n Standard protective equipment includes goggles, gloves, and masks. Hard hats\r\n are required during lead abatement inspections on construction sites. �Impervious gloves are required when handling\r\n nitric acid. Half-face air-purifying respirators and protective foot booties\r\n may be required during lead abatement project inspections.\r\n\r\n\r\n\r\nThis incumbent in this position will be required to drive a State vehicle.\r\nDriver’s License: A valid driver’s license with no more than\r\nfive points is required to operate a State vehicle.\r\n\r\n\r\nOut-of-State Licenses: If you hold an out-of-state license, you must\r\nprovide a certified copy of your driving record from the appropriate Motor\r\nVehicle Administration at the time of appointment.\r\n

POSITION DUTIES

Duties include, but are not limited to the\r\nfollowing: \r\nInspections & Staff\r\nGuidance\r\nConducts site inspections and\r\ntrains Environmental Compliance Specialists in investigative techniques,\r\ninspection procedures, and appropriate consultation or negotiation with\r\nregulated entities. Testifies at hearings as needed.\r\nEnforcement & Case Review\r\nReview files and proposals\r\nfrom staff regarding enforcement actions and case dispositions. Approves site\r\ncomplaint referrals, notices of non-compliance, administrative\r\ncomplaints/orders, or closure recommendations prior to forwarding them to the\r\nDivision Chief.\r\nCorrespondence\r\nDrafts correspondence and\r\ncomments responding to legislative, departmental, or administrative inquiries,\r\nas well as communications to regulated entities, collaborating agencies, and\r\nthe public.\r\nProgram Oversight &\r\nReporting\r\nPeriodically reviews approved\r\nprotocols to ensure program alignment. Oversee the Lead Compliance and\r\nEnforcement Division (Baltimore Region Section) Specialists managing\r\nenvironmental cases for individuals with blood lead levels meeting CDC\r\nreference thresholds in partner jurisdictions. Generates monthly and quarterly\r\nreports for the Division Chief and Medical Case Manager.\r\nPersonnel Management\r\nFull supervisory authority including hiring,\r\nreclassification plans, professional development, leave and timesheet approval,\r\nand disciplinary actions. Responsible for managing the PEP performance\r\nappraisal process accurately and on time.\r\n

MINIMUM QUALIFICATIONS

Applicants\r\nmust satisfy the minimum qualifications to be considered for this position and\r\nmove forward in the hiring process. �Please read all requirements before\r\napplying.\r\nExperience: Eight years of\r\nexperience performing environmental regulatory compliance work in the areas of\r\nwater pollution control; sediment and erosion control; tidal and non-tidal\r\nwetlands; flood control and waterway construction; storm water management; coal,\r\nnon-coal and surface mining; air quality and air management control; solid\r\nwaste management; hazardous waste control; and oil pollution control.\r\nNotes:\r\n1. Candidates may substitute sixty credit hours from an\r\naccredited college or university which includes thirty credit hours in any\r\ncombination of disciples such as earth science, environmental science, geology,\r\ncivil or environmental engineering, biology, chemistry, agronomy, forestry\r\nor other related discipline and two years of experience performing\r\nenvironmental regulatory inspection or investigation work related to State,\r\nfederal or local regulation, code or standard compliance for four years of\r\nthe required experience.\r\n2. Candidates may substitute the possession of a Bachelor's\r\ndegree from an accredited college or university in earth science,\r\nenvironmental science, geology, civil or environmental engineering, biology,\r\nchemistry, agronomy, forestry or other related discipline and four\r\nyears of experience performing environmental regulatory compliance work in\r\nmore than one of the following areas: water pollution control; sediment and\r\nerosion control; tidal and non-tidal wetlands; flood control and waterway\r\nconstruction; storm water management; coal, non-coal and surface mining; air\r\nquality and air management control; solid waste management; hazardous waste\r\ncontrol; and oil pollution control for the required experience.\r\n3. Candidates may substitute U.S. Armed Forces military\r\nservice experience as a commissioned officer in Environmental Engineering and\r\nNatural Resources classifications or Environmental Engineering and Natural\r\nResources specialty codes in the Engineering and Natural Resources field of\r\nwork on a year-for-year basis for the required experience.\r\n\r\n\r\n�\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nPlease\r\nnote that your answers to the supplemental questionnaire must correspond to the\r\ninformation provided on your application to receive credit.\r\nIt is preferred that the selective candidate has the\r\nfollowing: \r\nThree years of experience as a lead paint inspector and\r\naccreditation as a lead paint risk assessor. \r\nOne year of experience in a lead or supervisory role\r\nmanaging an environmental compliance staff.\r\nKnowledge of and experience with environmental enforcement\r\nprocedures for administrative, civil, or criminal enforcement actions.\r\nExperience performing or overseeing risk reduction\r\ninspections, lead-based paint inspections, risk assessments, or environmental\r\ninvestigations. \r\nExperience using databases or information systems to\r\nresearch and document regulatory compliance, inspection, and enforcement\r\nhistory.\r\n
