Main Purpose of Job

The Maryland Department of General Services (DGS), Office of Facilities Management (OFM), is seeking a talented and experienced leader to fill the position of Superintendent for the Multi-Service Center (MSC) Region. The MSC Superintendent leads and directs the day-to-day operations and maintenance of the MSC Region for OFM. This key leadership role focuses on ensuring that all buildings and facilities within the MSC Region are safe, functional, and well-maintained.\r\n\r\n\r\nThis is an Emergency Essential position subject to emergency release procedures. Employees in this position must be willing and available for duty at all hours, day or night, and are required to remain or report for duty at all hours as needed to maintain the continuous operation of this agency.� Shift assignments are subject to change based on staffing requirements and business demands. Management will make every effort to provide advance notice of any schedule changes. Employees are responsible for transportation to and from the workplace.\r\n

POSITION DUTIES

Duties include, but are not limited to:\r\n�\r\nFacilities Management:�Directs and\r\ncoordinates all activities related to the management of buildings in the\r\nSuperintendent's portfolio to serve the needs of tenants and visitors. Develop\r\nshort- and long-term strategies for all buildings, equipment, and\r\ninfrastructure (including plans for repairs, replacements, and renovations).\r\nOversee daily building operations in the region, making certain each one is\r\nalways open for business regardless of weather or circumstances.\r\n�\r\nPersonnel Management: Supervises facilities management\r\nteams engaged in the operation and maintenance of State office buildings,\r\nincluding the Assistant Superintendent, Regional Managers, engineers, building\r\nservices, and administrative staff. Develops a strategic personnel and\r\nsuccession plan, foreseeing staffing needs and considering short- and long-term\r\ngoals. Ensures compliance with OFM’s standard operating procedures and\r\nfacilities best practices.\r\n�\r\nVendor Management: Ensures the successful completion of\r\nrepairs and maintenance within State facilities by outside vendors. Works with\r\ncontractors on a daily basis to oversee performance of required work on a wide\r\nvariety of mechanisms and services, including but not limited to HVAC systems,\r\nelevators, energy management systems, emergency generators, life safety\r\nsystems, snow removal, landscaping, janitorial, and security services.\r\n�\r\nFiscal Management: Oversees proper administration of\r\nmulti-million-dollar budgets. Manages resources consistent with rules and\r\nregulations that govern the handling of State finances and assets. Determines\r\nemergency funding needs and prepares justifications. Reviews and approves\r\npurchases of all building equipment and supplies. Submits complete and accurate\r\ninformation in a timely manner.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.�\r\n\r\n\r\n-�Bachelor’s degree from an accredited four-year college or university is preferred.�\r\n\r\n\r\n-�At least five (5) years of full-time experience in a professional capacity overseeing the operation of a large public building, hospital, educational complex, industrial plant, or large commercial structure. Experience managing large, multifacility organizations or operations is a plus.�\r\n\r\n\r\n-�Three (3) years of this experience should include responsibility for fiscal planning, contract negotiations, office management, and supervision of skilled building maintenance personnel.\r\n\r\n\r\n-�Strong written and verbal communication skills with experience interacting with executive and senior leadership, agency management, staff, vendors, and building tenants.\r\n
