Introduction

As the state’s IT leader, DoIT manages information\r\ntechnology and telecommunications services and provides critical support to\r\nstate agencies, the Executive Office of the Governor, coordinating offices, and\r\nindependent Executive Branch agencies. The agency provides cybersecurity,\r\ndigital, data governance, AI enablement, infrastructure, and platform services\r\nto its partner agencies, ensuring the State of Maryland is more secure,\r\nproductive, and accessible.\r\n

MINIMUM QUALIFICATIONS

Experience: \r\n\r\nSeven years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools. \r\n\r\nNotes: \r\n\r\n1. Candidates may substitute a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field for up to four years of the required experience. \r\n\r\n2. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience. \r\n\r\n3. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education. \r\n\r\n4. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education. \r\n\r\n5. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education. \r\n\r\n6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have at least\r\ntwo years of� experience in one or more of the following:�\r\nExperience with .NET/C# Web development for financial\r\nreporting applications.\r\nExperience with data integrations and familiarity with\r\nfinancial concepts (i.e., accounting and procurement transactional data or\r\naccounting ledger systems).\r\nExperience with troubleshooting web applications and\r\nresolving user-reported issues tied to backend enterprise platforms (i.e.,\r\nmainframe).\r\nExperience using a ticketing system similar to ServiceNow.\r\n

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone. \r\n\r\nApplicants for this classification may handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant. \r\n\r\nEmployees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.\r\n
