Main Purpose of Job
The\r\nmain purpose of this position is to conduct�safety audits, compliance\r\ninvestigations�and preventive maintenance audits of�DOT\r\nregulated carriers.�Audits and investigations�are\r\nconducted to determine compliance with Federal and State laws and regulations\r\npertaining to registration, size, weight, safety and operating authority.\r\n
POSITION DUTIES
\r\nMust be certified within the\r\nfirst six months of employment and maintain certification to conduct all levels\r\nof CVSA inspections, post collisions and preventive maintenance audits.�\r\n�\r\nConducts Level I, II,\r\nIII inspections at portable or permanent scales to determine compliance with\r\nmotor carrier laws, size requirements, hazardous materials regulations,\r\nequipment and motor vehicle inspection violations as well as compliance with\r\nthe North American Standard Driver/Vehicle inspection procedures and highway hauling\r\npermits.�\r\n\r\n\r\nInspects drivers,\r\nhis/her logs, load manifests and/or related documentation. Under the\r\nsupervision of a uniformed officer, sets up portable weighing operations\r\nanywhere within assigned area, observes the scale reading on commercial vehicles\r\nand takes appropriate action.�\r\n�\r\nExamines vehicle\r\nregistration documents and drivers' licenses to determine compliance with\r\ninternational registration plan regulations and drivers' licensing laws. Places\r\ncommercial vehicles in an out-of-service status when violations have been\r\nidentified, such that the vehicle cannot be lawfully driven.�\r\n�\r\nConducts New Entrant Safety Audits and Compliance Investigations on DOT regulated companies.\r\n\r\n\r\n\r\nConducts preventive\r\nmaintenance audits at trucking terminals. Conducts post crash investigations.\r\n�\r\nTakes enforcement action\r\nand prepares citations, SEROs and warnings.\r\n�\r\nPrepares reports and\r\nmaintains records for testifying in court. Collects and records special survey\r\ndata.�\r\n�\r\nCompletes Driver/Vehicle\r\nInspection Reports and Post Crash Investigation Reports. Uses a computer to\r\nenter and retrieve inspection data. Must satisfactorily complete training and\r\nbecome qualified to use M.I.L.E.S. message terminal and CJIS terminal to access\r\ninformation.�\r\n�\r\nPerforms other related duties.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education:�� Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Two years of experience conducting safety inspections of commercial vehicles at state weigh stations. \r\nNotes: \r\n1. Candidates may substitute additional experience in the mechanical repair, maintenance, or inspection of commercial motor vehicles�on a year-for-year basis for the required education. \r\n2. Candidates may substitute additional experience in law enforcement activities including vehicle inspections�on a year-for-year basis for the required experience \r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications�\r\n\r\n\r\n1. Experience assisting or observing a New Entrant Audit or Compliance Review investigation.\r\n\r\n\r\n2. Experience using the following software programs: AIM, ACE, NEWS, SENTRI and GOTHAM.\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n2. Employees in this classification must possess and maintain certification as required by State Transportation Article, Title 25, Subtitle 111 (h)(2) Respective�Powers of State and Local Authorities, Title 49, Sections 107-108 and 300-399�of the Federal Motor Carrier Safety Regulation and as required by the Commercial Vehicle Safety Alliance guidelines.\r\n
SPECIAL REQUIREMENTS
1. Employees in this classification are subject to substance abuse testing in accordance with code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.\r\n2. In accordance with Public Safety Article, Title 2. Department of State Police,�Section 2-204 (b)(6) of the Annotated Code of Maryland, candidates for�positions in this classification will be subject to an initial drug screening, a�physical examination and a complete criminal background investigation, to�include a polygraph examination before permanent appointment can be made.��A criminal conviction may be grounds for rejection of the candidate.\r\n
SELECTION PROCESS
Only candidates who meet the minimum qualifications will\r\nbe considered for this classification. Therefore, it is essential that you\r\nprovide complete and accurate information on your application. Successful\r\ncandidates will be placed on the Eligible List categorized as BEST QUALIFIED,\r\nBETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at\r\nleast one year from the date of examination. The list will be used by the hiring\r\nmanager to select employees. The list will be valid for one year.\r\n
EXAMINATION PROCESS
The examination will consist of a rating of your\r\neducation, training and experience related to the requirements of the position.\r\nYou may be required to complete a qualifications supplement, or the rating may\r\nbe based on your application. Report all experience and education that is\r\nrelated to this position.\r\n
