Main Purpose of Job

The NRP II�core responsibilities and key functions​\r\nconsist of the�following:�\r\n\r\nProgram Review & Permit Development: Evaluate local erosion and\r\nsediment control, stormwater management, and federal stormwater permitting\r\nprograms by applying principles of natural resources, hydrology, and climate\r\nchange science. Maintain up-to-date scientific knowledge to inform and develop\r\npermit language.\r\n\r\n\r\nField Inspections & Programmatic Evaluation: Travel throughout\r\nMaryland to inspect urban pollution control practices, assess the local\r\nimplementation of state laws and regulations, evaluate local codes and\r\nenforcement policies, and observe programmatic procedures in practice.\r\n\r\n\r\nReporting & Recommendations: Analyze collected data and field\r\nobservations to evaluate local program effectiveness. Develop reports and\r\nrecommendations regarding program delegation and enforcement to help improve\r\nthe quality of local compliance efforts and protect Maryland's streams, rivers,\r\nand the Chesapeake Bay.\r\n\r\n\r\nStakeholder Engagement & Outreach: Build strong relationships with\r\ninternal staff and external stakeholders, respond to technical inquiries, and\r\nact as a statewide resource to promote consistency across local programs.\r\nEffectively communicate policies regarding climate change and environmental\r\njustice.\r\n\r\n\r\nThe incumbent in this position\r\nwill be required to drive a State vehicle.\r\nDriver’s License:�A valid driver’s license with no more than\r\nfive points is required to operate a State vehicle.\r\nOut-of-State Licenses:�If you hold an out-of-state license, you must\r\nprovide a certified copy of your driving record from the appropriate Motor\r\nVehicle Administration at the time of appointment.\r\n

MINIMUM QUALIFICATIONS

Education:�� A Bachelor’s degree from an\r\naccredited college or university in an environmental science or natural\r\nresources planning, management or development.\r\nExperience: One year of experience in natural\r\nresources planning or applied environmental science.\r\nNotes:\r\n1. Candidates may substitute the possession of a Bachelor’s\r\ndegree from an accredited college or university in urban or regional\r\nplanning, engineering, physical geography, or the physical, chemical,\r\nbiological sciences and one year of experience in natural resources planning or\r\napplied environmental science for the required education.\r\n2. Candidates may substitute the possession of a Master’s\r\ndegree from an accredited college or university in natural resources planning,\r\nmanagement, administration, development, environmental, urban or regional\r\nplanning; resources economics or development; environmental\r\nsystem management; water or land resources planning and management;\r\nenvironmental landscape architecture; or the physical, biological,\r\nchemical or environmental sciences for the required experience.\r\n\r\n\r\n3. Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in the general\r\nnatural resources management and biological sciences classifications or general\r\nnatural resources management and biological sciences specialty codes in the\r\ngeneral natural resources management and biological sciences field of work on a\r\nyear-for-year basis for the required experience and education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

It is\r\npreferred that the selected candidate has the following: \r\n\r\n\r\n Familiar\r\n with NPDES municipal separate storm sewer system permits;\r\n Background\r\n in the implementation of best practices for stormwater management and soil\r\n erosion and sediment control;\r\n Ability\r\n to evaluate plans and write reports;\r\n Experience\r\n working with databases and GIS mapping.\r\n\r\n\r\n
