Main Purpose of Job

The main purpose of this administrative level position will be to lead and direct the Maryland Board of Nursing (MBON) Enforcement Division which includes the Complaints and Investigations, Discipline, Compliance, the Safe Practice Program (MBON’s alternative to discipline program), and two Paralegal II employees. This position will be responsible for the supervision and oversight of the compliance with state laws and regulations that govern the practice of nursing. This position will also develop and implement policies for the intake and processing of complaints submitted to the Board regarding a potential breach of the standards of nursing practice as they relate to violations of the Nurse Practice Act.\r\n\r\n\r\nThe individual in this role:\r\n\r\n\r\n Must have knowledge of the NPA and applicable laws regarding nursing standards of practice; and\r\n Must utilize nursing expertise to provide consultation and direction to local health departments, State facilities, private and public agencies (State and Federal) and State departments regarding violations of applicable laws, rules and regulations governing nursing practice.\r\n\r\n\r\n\r\n\r\nIn addition, this position will conduct independent data analysis in order to ensure the processing and tracking of complaints against individual licensees and certificate holders throughout the State to ensure timely disposition of cases and upholding the Board’s mission of public protection.\r\n\r\n\r\nPlease note, this position requires:\r\n\r\n\r\n Strong leadership skills with demonstrated success in motivating teams, holding staff accountable, and improving morale during periods of transition.\r\n Strong skills in conflict resolution, negotiation, and employee relations.\r\n Excellent written and verbal communication skills, including the ability to brief executive leadership, prosecutors, counsel, and Board members.\r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:�� A Master’s degree in Nursing or a health-related field from an accredited college or university. \r\nExperience: Five years of experience as a Registered Nurse including three years of experience in an administrative, supervisory, consultative or teaching capacity. \r\nNotes:\r\n1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity�for the required education. \r\n2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university may be substituted for two years of the required experience.\r\n3.�Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a�commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the�required experience and education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:\r\n\r\n\r\n Experience with administrative law, due process principles, investigations management, evidence handling, and disciplinary procedures.\r\n Experience with healthcare professional regulation, patient safety standards, and public protection frameworks.\r\n Experience interpreting and applying statutes, regulations, policies, and Board directives.\r\n Experience managing sensitive and confidential matters with sound judgment and discretion.\r\n Experience analyzing enforcement metrics, identifying trends, and implementing process improvements.\r\n Experience managing budgets, staffing plans, and operational resources.\r\n \r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence. \r\n2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
