Main Purpose of Job

Regional Coordinators of\r\nLiteracy Coaches provide\r\nstrategic leadership, supervision, and instructional guidance to a team of\r\nschool-based State Literacy Coaches across an assigned region for the purposes\r\nof ensuring that all state literacy coaching is aligned to the Science of\r\nReading, Maryland's Comprehensive PreK-3 Policy, and the Maryland State\r\nDepartment of Education's (MSDE) statewide literacy priorities.\r\n\r\n\r\nRegional Coordinators of\r\nLiteracy Coaches are responsible\r\nfor strengthening the quality, consistency, and effectiveness of coaching\r\nacross schools by supporting coaches in assessing the current state of literacy\r\ninstruction, developing coaching plans and goals, analyzing literacy data, and\r\nimplementing high-quality instructional materials (HQIM).\r\n\r\n\r\nServing as the primary liaisons between MSDE,\r\ndistricts, and coaching staff, the Regional Coordinators ensure coherence\r\nacross regional literacy initiatives, co-lead data conversations, provide\r\nongoing professional learning, and build system-level capacity that drives\r\nimproved early literacy outcomes statewide.\r\n

POSITION DUTIES

Provides Leadership and Supervision of State\r\nLiteracy Coaches\r\n\r\n\r\n\r\n\r\n Conducts monthly observations of each\r\n assigned State Literacy Coach and provides timely, actionable feedback to\r\n strengthen coaching effectiveness.\r\n Ensures all State Literacy Coaches\r\n develop coaching plans, goals, and action steps aligned to school needs and\r\n MSDE priorities.\r\n Leads bi-weekly calibration sessions\r\n with coaches to ensure consistency in coaching strategies across the region.\r\n Provides accurate communication to\r\n coaches and collaborates with the Executive Director of Literacy Program and\r\n Initiatives to address regional instructional needs.\r\n Ensures instructional practices and\r\n programming meet the expectations of the Comprehensive PreK-3 Policy, the Ready\r\n to Read Act, and COMAR 13A.03.08 Students At-Risk for Reading Difficulty.\r\n Leads quarterly regional literacy data reviews\r\n analyzing universal screening, diagnostics, progress monitoring, and reading\r\n proficiency.\r\n Ensures State Literacy Coaches use data to\r\n guide coaching priorities and MTSS literacy supports for Tier I, Tier II, and\r\n Tier III.\r\n Identifies regional literacy needs and advises\r\n district and the Executive Director of Literacy Programs and Initiatives on\r\n support actions.\r\n Monitors fidelity of instructional materials,\r\n literacy coaching implementation, and state required literacy practices across\r\n coached schools.\r\n Co plans and co facilitates monthly\r\n professional learning sessions with State Literacy Coaches.\r\n Serves\r\n as regional liaison between MSDE leadership, district leadership teams, and\r\n State Literacy Coaches.\r\n \r\n Serves as regional liaison between MSDE\r\n leadership, district leadership teams, and State Literacy Coaches.\r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:�� A Bachelor’s degree in Reading, Literacy,\r\nEnglish Language Arts education or a related area from an accredited college or\r\nuniversity.\r\n\r\n\r\nExperience: Five (5) years of experience in managing and leading Literacy\r\nand Reading programs in prekindergarten through 12 settings. One year of this\r\nexperience must include supervising and coaching professional education staff.�\r\n\r\n\r\nNotes:�\r\n\r\n\r\n Candidates may substitute the possession of a Master’s\r\n degree or the equivalent of 36 credit hours of post-baccalaureate course work\r\n in mathematics, STEM, education or a related area for two years of the required\r\n experience directly related to the position.\r\n The required field of education and experience are\r\n unique for this posting and are established by MSDE in accordance with\r\n Education Article, Section 2-104 of the Annotated Code of Maryland. The\r\n specific education and experience qualifications for each position are on\r\n record in the Office of Human Resources.\r\n Candidates may substitute U.S. Armed Forces military\r\n service experience at a rank of Corporal/Petty Officer or higher as a\r\n commissioned officer in Education Program classifications or Education Program\r\n specialty codes in the Education field of work on a year-for-year basis for the\r\n required experience and education, one year of which must have been in an\r\n administrative supervisory or consultative capacity.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference\r\nwill be given to applicants�who possess the following preferred\r\nqualification(s).�Include clear and specific information on your\r\napplication regarding�your qualifications.\r\n\r\n\r\n\r\n\r\n Experience with supervising, leading and or coordinating\r\n professional education staff in the areas of Literacy, Reading or English\r\n Language Arts.\r\n Active teacher certification in any state with experience as a\r\n classroom teacher.�\r\n Experience with the\r\n Science of Reading, Structured Literacy, associated HQIM and PreK-3 learning\r\n theory and various approaches to instructional coaching.\r\n Experience\r\n working with K-3 reading achievement and Maryland's Comprehensive PreK-3 Policy\r\n ��������\r\n Experience\r\n implementing curriculum and evidence-based instructional practices in English\r\n Language Arts and literacy.�\r\n Experience with\r\n high impact coaching methods and developing and\r\n facilitating professional learning focused on research-based practices and\r\n evidence-based interventions including professional\r\n learning cycles and the MSDE coaching model.\r\n Experience delivering\r\n data-driven literacy instruction that meets the needs of diverse learners.\r\n\r\n\r\n

SPECIAL REQUIREMENTS

Applicants must consent to State and\r\nFBI (CJIS) background check as a routine procedure for all employees.\r\n\r\n\r\nThis\r\nposition requires travel throughout the State of Maryland and throughout\r\ndesignated Counties to support teachers within individual school(s) and oversee\r\nthe effective implementation of Literacy initiatives. Expense reimbursement is\r\nprovided in accordance with State regulations.\r\n
