Main Purpose of Job

\r\n\r\nThe Regulatory and Compliance Director reports to the DoSEM Deputy Secretary, leading regulatory and compliance operations for DoSEM's programmatic offices (OSBA, OMBE, OSE) and the OMBE Certification Review Committee (CRC) operations. Additional responsibilities would include serving as the regulatory and legislative liaison between the three offices with External Affairs, working with External Affairs on relevant legal efforts requiring engagement with the Office of the Attorney General (OAG), and leading the drafting of SOPs for the three programmatic units: Office of Minority Business Enterprise, Office of Small, Minority & Women Business Affairs, and the Office of Social Equity.\r\n\r\n\r\nThis position ensures that regulations, guidance, and program operations are interpreted and applied consistently across the Department’s units and in alignment with statutory requirements and departmental priorities. This is an internal-facing role focused on regulatory review, compliance consistency, and coordination with executive policy functions.\r\n\r\n\r\n\r\n\r\n

POSITION DUTIES

This positions duties include but will not be limited to:\r\n\r\n\r\n\r\n\r\n Lead Certification Review Committee (CRC) Operations: Manage, plan, and direct the weekly operations of the CRC; collaborate with administration to set meeting agendas, monitor process effectiveness, and implement process improvements to enhance certification delivery.\r\n Evaluate Multi-Program Eligibility & Evidence: Review complex investigative summaries, application materials, site visit reports, and financial/corporate evidence to determine applicant business eligibility for the State MBE, federal DBE, ACDBE and SBE.\r\n Formulate Legally Defensible Determinations: Apply Maryland statutes, federal regulations, and program guidelines to intricate certification cases; draft formal recommendations, final determinations, correspondence, and reports regarding applicant approvals or denials.\r\n Ensure Regulatory Consistency & Alignment: Review internal policies, guidance, and regulatory approaches across program offices to identify inconsistencies or gaps; provide technical feedback to ensure the uniform interpretation and application of all statutes and regulations.\r\n Provide Executive & Special Project Support: Works with the Deputy Secretary and agency leadership on special projects, including regulatory or statutory changes, compliance monitoring, training initiatives, and public-private partnerships impacting socioeconomic procurement programs.\r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:\r\n�\r\nJuris Doctor (J.D.) degree from an accredited law school.�\r\n\r\n\r\nExperience:�\r\n�\r\nTwo (2) years of professional experience within Maryland State government performing legal, regulatory, or policy-related work, which must have included interpreting, applying, or enforcing government procurement regulations, statutory compliance frameworks, or administrative policies.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.\r\n\r\n\r\n\r\n\r\n\r\n At least two (2) years of specific experience evaluating corporate/business governance documents, financial records, or tax structures for compliance with State Minority Business Enterprise (MBE) or federal Disadvantaged Business Enterprise (DBE) programs.\r\n At least one (1) year of experience serving on an administrative review board, assisting in conducting quasi-judicial hearings, or drafting formal regulatory determinations for a committee or panel.\r\n\r\n\r\n�\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Licensure: Admission to the Bar of the State of Maryland and in good standing.\r\n
