Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.\r\n

24\r\n\r\n\r\nThis position offers a salary range of $113,157 - $161,628 with potential for advancement up to $178,453 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $161,628.\r\n

Main Purpose of Job

The OAG is seeking applicants for the position of Senior Actuary for the People’s Insurance Counsel (PICD). The PICD is responsible for the evaluation of all medical professional liability insurance and homeowners’ insurance matters. This includes review and analysis of filings and complaints pending before the Commissioner of the Maryland Insurance Administration (MIA) to determine whether the interests of insurance consumers are affected. The review of rate filings to determine if they are excessive, inadequate or unfairly discriminatory. PICD may conduct investigations and request the Commissioner to initiate an action or proceed to protect the interests of insurance consumers. PICD may be a party to administrative hearings and court proceedings.� PICD may propose and reviews legislation. PICD participates in outreach to consumers.��\r\n\r\n\r\nThe Division’s personnel consist of the People’s Insurance Counsel, an assistant attorney general, an actuary analyst/investigator, whose primary responsibilities include review of homeowner’s and medical liability insurance filings, and a management associate who primarily provides office support including consumer contact. The senior actuary will supervise and lead the actuary analyst/investigator, the management associate, and lead any law clerks/interns.\r\n\r\n\r\n

POSITION DUTIES

Key responsibilities include but are not limited to:\r\n\r\n\r\n•\tReview insurance rate filings and related submissions to assess their impact on Maryland consumers, ensure compliance with actuarial standards, and verify adherence to applicable federal and state laws and regulations.\r\n•\tAnalyze rate, rule, form, and underwriting guideline filings, providing recommendations and technical support to counsel for use in regulatory reviews, hearings, and related proceedings.\r\n•\tPrepare reports and briefing materials and participate in rate hearings when requested.\r\n•\tAdvise staff and management on actuarial matters, offering technical expertise, analysis, and recommendations to support regulatory decision-making.\r\n•\tProvide actuarial testimony and expert opinions during court, administrative hearings, and other regulatory proceedings as required.\r\n•\tReview consumer complaints, conduct legal and industry research, and evaluate proposed state and federal legislation for potential regulatory and consumer impacts.\r\n•\tReview, analyze, and provide testimony if requested concerning legislation.\r\n•\tDevelop and deliver outreach initiatives, training programs, and presentations.\r\n•\tConduct document and database management; writing reports, and communication with stakeholders.�\r\n•\tSupervise and lead the work and projects of PICD’s analyst and Management Associate, law clerks and interns.�\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

At least five years of actuarial experience and must hold a Fellow designation with the Casualty Actuarial Society, along with membership in the American Academy of Actuaries. Candidates should have a strong understanding of rate development methodologies, particularly within homeowners’ insurance and medical professional liability insurance, including related coverages and policy provisions. Excellent verbal and written communication skills are essential.\r\n\r\n\r\nRequirement Upon Hire: As of the date of hire, the hired employee may not hold an official relationship to or have any pecuniary interest in an insurer, insurance agency, or insurance transaction other than as a policyholder or claimant under a policy.�\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications.�\r\n\r\n\r\n•\tKnowledge of and experience in actuarial analysis of homeowners and medical professional liability insurance.�\r\n•\tFamiliarity with the use of catastrophe models and generalized linear models in property insurance ratemaking.\r\n\r\n\r\n
