POSITION DUTIES

The primary purpose of this position is to serve as a State complaint coordinator to ensure compliance with State and federal regulations under the Individuals with Disabilities Education Act (IDEA) relating to the education of students with disabilities. This includes primary responsibility for organization of the State complaints docket, including SharePoint, Smartsheet, and other systems, collaboration with the investigative team to implement conflict-management strategies, providing first-line review of Letters of Finding following peer review, handling requests for reconsideration, investigating complaints, conducting site visits, drafting response letters, and providing technical assistance in order to resolve complaints between public agencies and families.\r\n\r\n\r\nPosition Duties Include:\r\n\r\n\r\n\r\n Coordinates and manages complaints that involve enhanced legal or\r\n policy complexity.\r\n Manages\r\n and Coordinates the organizational work of the State complaints docket.\r\n Serves\r\n as first-line complaint reviewer after peer review.\r\n Reviews\r\n and approves requests for reconsideration and complaints against MSDE.\r\n Designs\r\n investigation plans for complex complaints.\r\n Serves\r\n as the investigative team liaison to the CA and Family Support team.\r\n Provides\r\n technical assistance to public agencies and families regarding complaints and\r\n matters relating to the IDEA.\r\n Provides\r\n technical assistance to Department staff on matters relating to complaints and\r\n the IDEA.\r\n Collaborates\r\n with other Division Branches to ensure consistent messaging.\r\n Maintains\r\n database and log system of complaints and supporting documents.�\r\n Reviews current case law and information related\r\n to the IDEA and provides professional learning and prepares materials, as\r\n requested.\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:���A Juris Doctorate, Master’s degree or the equivalent of 36 credit hours\r\nof post-baccalaureate coursework in equivalent 36 post\r\nbaccalaureate credit hours of course work in Education, Special Education or a\r\nrelated field.\r\n\r\n\r\nExperience: Five years of\r\nadministrative or teaching (school-based or district-based) experience in,\r\nor affiliated with, special education programs, complaint investigation, due\r\nprocess, compliance, student advocacy and/ or the provision of special\r\neducation services to e students with disabilities.\r\n\r\n\r\n\r\nNotes:\r\n\r\n\r\n Candidates may\r\n substitute a Bachelor's Degree with 6 years of the specified content experience\r\n to satisfy the Minimum Qualifications noted above.\r\n Candidates may substitute the possession of a\r\n Doctorate degree from an accredited college or university in a field related to\r\n the position option for one year of the required experience.\r\n The required field of education and experience are\r\n unique for each option and are established by MSDE in accordance\r\n with Education Article, Section 2-104 of the Annotated Code\r\n of Maryland.� The specific education and experience qualifications\r\n for each position are on record in the Human Resource Management Branch of the\r\n Division of Business Services.�\r\n Candidates may substitute U.S. Armed Forces military service experience\r\n as a commissioned officer in Education Program classifications or Education\r\n Program specialty codes in the Education field of work on a year-for-year\r\n basis for the required experience and education.\r\n\r\n\r\n

SELECTIVE QUALIFICATIONS

One\r\nyear of professional experience in evaluation, complaint\r\ninvestigation-resolution, compliance monitoring, or related experience within\r\nor affiliated with an organization serving school-aged children with\r\ndisabilities.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants\r\nwho possess the following preferred qualification(s). Please include clear and\r\nspecific information on your application regarding your qualifications.\r\n\r\n\r\n\r\n\r\n Experience\r\n evaluating and reviewing special education complaints and related cases making\r\n decision for escalation of such to appropriate levels.\r\n Experience\r\n applying special education laws, regulations, and policies.\r\n Experience\r\n with IDEA State complaint investigation processes, requirements, and associated\r\n data tracking systems.\r\n Experience in responding to problems\r\n and inquiries from educational agencies, school personnel, parents, and other stakeholders.\r\n Experience\r\n with interpreting and applying laws and regulations governing early\r\n intervention and special education programs.\r\n\r\n\r\n
