The Maryland Department of Labor, (MD Labor),\r\nDivision of Unemployment Insurance is accepting applications from qualified candidates\r\nfor the position of UI Tax Accountant Professional III. This recruitment will be used to fill\r\ncurrent and future vacancies. The resulting eligible list will be maintained\r\nfor one year after the closing date of the announcement.�\r\n\r\n

Main Purpose of Job
The main purpose of this position, UI Tax\r\nAccountant Professional III, is to provide a full performance level of work in\r\nthe Wage Reporting and Accounting Unit within the Accounting and Fund\r\nManagement Section within the Unemployment Insurance Contributions Division\r\n(UI) of the Department of Labor (DOL) applying generally accepted accounting\r\nprinciples. This position receives general supervision from the Wage Reporting\r\nand Accounting Unit Assistant Supervisor. This position examines, analyzes, and\r\ninterprets accounting systems, records, and reports within the Re-Employment\r\nBEACON system by applying generally accepted accounting principles; maintains\r\nUI accounting systems and accounting records; prepares financial and management\r\nreports; reviews and approves financial transactions specifically related to\r\nthe Unemployment Insurance program; reviews and takes appropriate action on\r\nwork items generated through the Re-Employment BEACON system; assists with\r\ndevelopment and revision of UI accounting policies to improve UI accounting\r\ncontrols and efficiency; assists with formulating internal controls to ensure\r\nthe reliability and security of UI funds and records. The position requires\r\nextensive knowledge of the generally accepted accounting principles and various\r\nprograms within unemployment insurance, as well as federal and state\r\nunemployment insurance law.\r\n
POSITION DUTIES
�\r\nExamines, analyzes and interprets accounting\r\nsystems, records and reports within Re-Employment BEACON system by applying\r\ngenerally accepted accounting principles.\r\n�\r\nPerforms advanced level cost accounting,\r\nsystem accounting federal fund accounting to develop and implement detailed\r\naccounting systems not available in general accounting system.\r\n�\r\nReviews and approves financial transactions\r\nspecifically related to the Unemployment Insurance program.\r\n�\r\nReviews and take appropriate action on work\r\nitems generated through the Re-Employment BEACON systems\r\n�\r\nMaintains UI accounting systems and\r\naccounting records.\r\n�\r\nPrepares monthly reconciliations with bank\r\nrecords. \r\n�\r\nReconciles the unemployment insurance\r\nclearing account subsidiary ledger, benefit account subsidiary ledger, and\r\ntrust account subsidiary ledger to the bank statements and trust fund statement\r\nmonthly. Any discrepancies that are found are resolved either with bank\r\nrepresentatives or personnel from the Financial Transaction Unit.\r\n�\r\nAssists in gathering and supplying\r\ninformation to both internal and external auditors (including legislative\r\nauditors).\r\n�\r\nPrepares financial reports or statements and\r\ngives fiscal advice to UI management.\r\n�\r\nParticipates in required training necessary\r\nto carry out job functions and to gain knowledge in Maryland’s Unemployment\r\nInsurance laws, regulations, and directives.\r\n�\r\nParticipates in cross-training among them and\r\nmay be called upon to provide support when a \r\n\r\n\r\n�\r\nparticular unit is operating under a\r\ndeficiency.\r\n
MINIMUM QUALIFICATIONS

Units will select those candidates most closely demonstrating the\r\nqualifications for interview.�\r\nEducation: A Bachelor's\r\ndegree in Accounting from an accredited college or university, or a Bachelor’s\r\ndegree with 30 credit hours in accounting and/or related courses.\r\nExperience:�Three\r\nyears of professional accounting experience or three years of experience\r\nexamining, analyzing and interpreting accounting systems, records and reports\r\nby applying generally accepted accounting principles.\r\nNotes:\r\n1. Candidates may\r\nsubstitute the possession of a certificate as a Certified Public Accountant or\r\na Master’s degree in Accounting from an accredited college or university for\r\ntwo years of the required experience.\r\n2. Applicants who have\r\nmet the requirements for admission to the CPA examination prior to July 1, 1974\r\nwill be considered to have met the educational requirement referenced above.\r\n\r\n\r\n3. Candidates may\r\nsubstitute U.S. Armed Forces military service experience as a commissioned\r\nofficer in the Accounting Officer classification or Financial Management\r\nspecialty codes in the Accounting field of work on a year-for-year basis for\r\nthe required experience and education.\r\n
