Strategic Sourcing Manager - Redevelopment
Mohawk Medbuy Corporation (MMC) is a national, not-for-profit, shared services organization that supports hundreds of health care providers across Canada, as well as child welfare agencies and other public sector organizations. MMC provides value-driven contracting and procurement solutions for medical/surgical supplies, pharmaceutical products, local sourcing, capital (equipment, FF&E and redevelopment) and nutrition solutions. Other services include data analytics, in-hospital support, warehousing/logistics, technology, procure-to-pay, and accounts payable.

Based in Burlington, ON, the organization also has offices in Toronto, Thunder Bay, Kingston, Brantford, London and Chatham, and a distribution centre in Oakville.
We are currently recruiting for a full-time Strategic Sourcing Manager to support our Redevelopment team.
Position Overview
Reporting to the Senior Manager, Strategic Sourcing, this position is responsible for providing support to lead and implement strategic sourcing processes which achieve the best possible overall value by implementing contracts for safe, quality products and services. Although this Manager role does not have any direct reports, this position is responsible for providing training on initiative-related work (as required), supporting escalations for contract issues, and risk management.
This position will demonstrate an ethical, professional, and accountable manner as a liaison between Members, Suppliers, Internal Stakeholders and Strategic Alliances and be responsible for upholding and supporting Public Procurement laws and directives.
Key Responsibilities
Sourcing Initiatives – Full accountability for strategic sourcing activities, including development, award, and management:
Support the Senior Manager in the development and execution of multiple strategic sourcing initiatives across some or all our member hospitals and external Stakeholders (MOH, OH, SO, OECM, MPBSD and other organizations) as required.
Oversee and lead the sourcing initiative process from start to finish, including contract development, negotiations and management, ensuring the best possible outcome.
Support the Senior Manager in the management of relationships within strategic committees involving External Stakeholders.
Support the Senior Manager in the preparation, maintenance, execution, and management of the Category Strategies.
Research business environment for initiatives.
Manage all stakeholders through their roles and responsibilities within the sourcing initiative.
Provide pertinent information relating to the regulatory business environment information.
Assist with the Financial Analysis.
Preparing and presenting to all stakeholders all stages of sourcing initiatives.
Monitor business performance monthly/quarterly and implement plans required to maintain targets.
Cross-functional team coordination.
Risk assessment/risk mitigation.
Contingency planning.
Monitoring Supplier and Member compliance, as required.
Facilitate and lead stakeholders in the execution of sourcing strategies.
Define procurement requirements, issue formal and informal tenders/proposals for goods and services, addenda, reviewing bid responses based on qualitative and quantitative criteria and write recommendation reports.
Customer relationship management – deliver to defined service level commitments.
Provide guidance to various intra-hospital end-user departments regarding commercial, financial, and contractual matters.
Negotiate contracts in conjunction with internal and external stakeholders.
Lead effective complex contract negotiations that support Hospital goals and enhance our hospitals’ competitive position.
Identify new opportunities for cost savings or increased service levels.
Provide leadership, mentorship, and guidance to others in a multi-stakeholder matrixed environment, as needed.
Responsible for the development and management of Sourcing Events in collaboration with stakeholders.
Maintain end-to-end ownership of all sourcing initiatives.
Develop and execute strategic sourcing initiatives across the Member and Customer hospitals, driving cost savings and process efficiencies, including leading change initiatives and improving the overall “value chain” through strategic sourcing.
Facilitate and lead the development of a statement of work for RFPs with hospital stakeholders.
Based on the Hospital’s needs and Broader Public Sector (BPS) Procurement Directive, recommend and implement the most suitable procurement strategies and tactics.
Review procurement requirements considering the input of stakeholders , trades, markets, and BPS directives.
Possess and continuously enhance strong subject matter expertise in the respective categories.
Project managing initiatives in a matrixed environment using a defined strategic sourcing methodology on a consistent basis.
Operate in compliance with the BPS directives, Hospital and/or MMC policies and practices and in accordance with accepted business ethics.
Support various special projects within Strategic Sourcing, such as:
Actively participates in the development and implementation of corporate business plans and new opportunities.
Provide support to internal projects such as new customer growth opportunities and special projects with the Ministry of Health/Ontario Health.
Support Member Engagement with the onboarding of new members to MMC.
Provide input/assistance to large, high-profile sourcing initiatives.
Support the development of improved processes and templates for further standardization.
Manage work plan reviews.
Policy and Procedure updates.
Support and contribute to other MMC initiatives and projects as required.
Qualifications and Skills
Skills and Competencies
Familiarity with online RFx software (i.e., Bonfire / Biddingo).
MS Office, business - advanced knowledge.
Developing/conducting presentations– advanced knowledge.
In-depth knowledge of sourcing and procurement principles and standard methodologies.
Understanding of standard contractual terms and conditions to mitigate legal and business risk.
Strong negotiation skills
Education, Training, and Experience
Mandatory
Post secondary degree (ideally in supply chain, business administration, engineering, architecture, construction management, or a related field)
5 to 7 years’ experience in Contracting, Strategic Sourcing, Public Procurement Purchasing, Material Management with a focus on construction and professional services.
In-depth understanding of standard forms of Canadian construction contracts such as: CCDC (Canadian Construction Documents Committee) contracts (e.g., CCDC 2 – Stipulated Price Contract), OAA (Ontario Association of Architects) agreements for architectural services (e.g., OAA 600/800)
Knowledge of Canadian and Ontario legal and regulatory environment: Broader Public Sector Procurement Directive, Construction Act, trade agreements (CFTA, CETA, etc.)
Preferred
MBA.
Certified SCMP Designation or PMP Certification, Public Procurement Designation, NISCL.
Public sector procurement experience.
Bilingual in French and English.

Ability to travel to Mohawk Medbuy offices if required.
