Since its establishment in 2008, Mulilo has grown into one of South Africa’s leading Independent Power Producers (IPP). Mulilo is majority owned by Copenhagen Infrastructure Partners (CIP), with Norfund holding an additional investment through the Norwegian Climate Investment Fund.
Mulilo develops, constructs and operates utility scale wind, solar PV and battery energy storage projects across South Africa. The company currently operates 450 MW of wind and solar capacity, with a further 765 MW under construction. A portfolio exceeding 2 GW is advancing toward financial close, while the long-term development pipeline exceeds 30 GW.
Mulilo has concluded power purchase agreements under the South African government’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), as well as private offtake agreements with several large corporate energy users.

About this role
The HSSE Manager forms part of the EPC management team, reporting to the Chief EPC Officer and will play a crucial role in ensuring the health, safety, security, and environmental compliance of our renewable energy projects in South Africa. This position requires a strategic thinker with a strong background in HSSE management within the industry.
Duties and responsibilities
- Develop, implement, and continuously improve the HSSE strategy for renewable energy projects.
- Collaborate with project teams to integrate HSSE considerations into project planning and execution.
- Stay abreast of and ensure compliance with all relevant health, safety, security, and environmental regulations and standards in South Africa.
- Work closely with regulatory bodies to obtain necessary permits and approvals.
- Conduct regular risk assessments for project sites and implement effective risk mitigation measures.
- Develop and implement emergency response plans and procedures.
- Develop HSSE specifications for tender and review contractor and supplier safety documentation.
- Ensure that the HSSE team is recruited and mobilized in time.
- Design and deliver HSSE training programs for project staff and contractors.
- Promote a culture of safety and environmental responsibility across all levels of the organization.
- Lead investigations into HSSE incidents and near misses, identifying root causes and implementing corrective actions.
- Prepare and submit comprehensive incident reports to management and relevant authorities.
- Establish and implement HSSE monitoring and auditing programs to assess compliance and effectiveness.
- Regularly review and update HSSE policies and procedures based on audit findings and industry best practices.
- Prepare and present reports for various levels in the organisation.
- Collaborate with the COO or operations team on corporate standards and provide advisory to other phases of the projects and organisation if required.
Required skills and education background.
- Bachelor’s degree or equivalent in Environmental Science, Occupational Health and Safety, or a related field.
- Proven experience in HSSE management within the renewable energy industry or project environment.
- At least 5 years in management position and demonstrated track record of leading teams.
- Knowledge of South African HSSE regulations and standards.
- Professional certifications in HSSE (e.g., SACPCMP, NEBOSH, SAMTRAC, ISO 45001)
- Auditing qualifications will be seen as an advantage.

Additional Information
Able to work overtime according to operational needs.
The position is based at the offices of the company, but travel will be required occasionally.
