The Barristers and Accountants AML/ATF Board of Bermuda is recruiting for a qualified professional for the role of Supervisor.  This position serves as the primary regulatory, enforcement, and operational officer for the Barristers and Accountants AML/ATF Board (the Board), the statutory supervisory authority designated to oversee independent legal and accounting professionals in Bermuda.

The Supervisor is responsible for the strategic and operational oversight of the Board's regulatory and supervisory framework. The successful candidate will be responsible for the supervision of regulated firms and the promotion of compliance with Bermuda’s AML/ATF legislative and regulatory requirements. The role is pivotal in maintaining Bermuda's international reputation as a well-regulated jurisdiction by ensuring that the Board’s supervisory activities remain aligned with Financial Action Task Force (FATF) global standards, Bermuda’s National Risk Assessments (NRA), and national AML/ATF priorities.  For a full role description, visit the Bamboo link below.


Key Duties & Responsibilities

Strategic Continuity & Oversight Frameworks

  • Risk Assessment and Supervisory Planning: Maintain and periodically review the Board's risk-rating methodology and supervisory framework, ensuring supervisory activities reflect emerging AML/ATF risks, industry developments, inspection findings, and national risk priorities.
  • On-Site and Off-Site Compliance Reviews: Schedule, manage, and conduct on-site inspections and desk-based reviews of law firms and accounting practices to assess internal AML/ATF systems, controls, and customer due diligence (CDD/KYC) policies.



National Coordination, Guidance and Policy Development

  • National Collaboration: Serve as the Board’s permanent technical liaison to the National Anti-Money Laundering Committee (NAMLC), actively participating in working groups and contributing supervisory findings, sector risk information, and other relevant data for Bermuda’s National Risk Assessments (NRA).
  • Policy & Guidance Development: Draft, update, and issue industry-specific Guidance Notes and regulatory advisories to reflect evolving financial crime trends, legislative amendments, and FATF recommendations.
  • Inter-Agency Cooperation: Maintain long-term, collaborative institutional relationships with other domestic competent authorities, including the Bermuda Monetary Authority (BMA), the Financial Intelligence Agency (FIA), and international assessment bodies.

 

Stakeholder Engagement, Outreach & Education

  • Industry Relations: Build and maintain effective channels of communication with the Bermuda Bar Association and Chartered Professional Accountants (CPA) Bermuda to promote strong compliance cultures.
  • Training and Capacity Building: Design and deliver consistent outreach programs, seminars, and educational workshops for regulated practitioners.
  • Technical Advisory: Act as a key point of contact for regulated professionals seeking guidance on the application of AML/ATF requirements and reporting requirements.



Board Governance & Enforcement Administration

  • Enforcement & Remediation: Monitor the implementation of remediation plans arising from inspections and reviews. Where significant deficiencies are identified, assess the matters in accordance with the Board’s enforcement framework and prepare recommendations for consideration by the Board.
  • Institutional Memory & Reporting: Prepare periodic reports for the Board on supervisory activities, inspection outcomes, industry compliance trends, operational metrics, and other matters relevant to the Board’s oversight.
  • Secretariat Leadership: Supervise the day-to-day administration of the Board's office, ensuring maintenance of the register of regulated firms and secure management of the Board’s records and regulatory information.



Statutory & Minimum Qualifications


Legislative Requirement: In accordance with the governing legislation, candidates must be qualified as either a barrister or accountant and satisfy the statutory requirements applicable to the position of Supervisor.


  • Professional Designation: Qualified Barrister/Attorney-at-Law or Certified/Chartered Professional Accountant (e.g., CPA, CA, ACA) eligible to practice or register in Bermuda.
  • Experience: A minimum of seven years of post-qualification experience, including substantial experience in AML/ATF compliance, regulation, supervision, inspections, enforcement, legal practice, accountancy, or related fields.
  • AML/ATF Regulatory Framework: Strong working knowledge
    of AML/ATF laws, regulations, supervisory practices, and risk-based supervision.
  • Bermuda Regulatory Framework: Knowledge of Bermuda’s AML/ATF legislative and regulatory framework, or the ability to rapidly acquire and apply such knowledge.
  • Industry Knowledge: Sound understanding of the business models, client account structures, and AML/ATF risks associated with legal and accounting practices, including real estate transactions, the management of client monies and assets, corporate and legal entity services, and the creation or administration of legal persons and arrangements.
  • Preferred Credentials: An additional compliance-focused certification (e.g., ICA International Diploma in Anti-Money Laundering, ACAMS, or equivalent) is highly advantageous.

 

Core Competencies & Skills

  • Leadership & Professional Judgement: Ability to lead the Board’s supervisory function, exercise sound regulatory judgement, manage competing priorities, and operate effectively with a high degree of professionalism, accountability, and independence within the Board’s governance framework.
  • Analytical & Supervisory Skills: Ability to evaluate AML/ATF controls, customer due diligence processes, risk assessments, and related records to identify compliance gaps, assess risk exposure, and support risk-based supervisory decisions.
  • Diplomacy & Communication: Excellent written and verbal communication skills, including the ability to prepare supervisory reports, regulatory correspondence, briefing materials, and recommendations. Demonstrated ability to build effective working relationships and navigate complex stakeholder environments involving regulated professionals, Board members, competent authorities, government officials, and other domestic and international partners.
