Database Architect (Defense Health Agency)

Based in the Washington, D.C. Position Summary

Pivot Path is looking for a Senior Database Architect in support of the Defense Health Agency (DHA) on an important mission. In this role, you will have the opportunity to work with a great team while supporting the sustainment and modernization of DHA’s Enterprise Information Management (EIM) platform, an OpenText-based enterprise content and business process management platform, hosted in AWS GovCloud, that supports Military Health System application workflows including HAIMS, SPORTS, SNPMIS, Paper Records Tracking, FILER, and DMACS for service members, veterans, and their families. You will own the design, implementation, and sustainment of the databases behind EIM’s application workflows, keeping them fast, available, secure, and ready for reporting. This is a full-time key personnel position based in the National Capital Region, with the ability to reach the Government site in Falls Church, VA within two hours, contingent upon contract award. 

• →Design, implement, and sustain EIM application workflow databases to ensure performance, reporting capability, availability, and security. 
• →Provide database administration, SQL programming, database structure and schema design, table configuration, problem solving, and related database communications. 
• →Perform routine and preventive database maintenance during planned downtime, including performance tuning, index rebuilds, and data and log cleanup. 
• →Lead large data migrations and extract, transform, and load (ETL) efforts, including HAIMS records migration, DMACS Archive migration into HAIMS, and STR records migration from VA. 
• →Consolidate structured and unstructured data and metadata into EIM’s shared SQL Server and Content Server instances. 
• →Maintain metadata values in line with MHS data standards, including mapping old values to new ones so users can still retrieve older records. 
• →Sustain and update reporting databases and tools (BOXi and OpenText Web Reports) so canned and ad hoc reports stay timely and accurate. 
• →Apply database IAVA patches and STIGs, and support backup, failover, and continuity of operations testing. 
• →Maintain data dictionaries and data models for each release. 

• Bachelor of Science (BS) in Computer Science, or equivalent work experience. 
• Minimum of ten (10) years of database administration and database architecture experience with SQL Server (twelve (12) years without a BS degree). 

• Experience performing large data migrations and extract, transform, and load (ETL). 
• Experience implementing database schemas within SQL Server. 
• Strong SQL programming and performance tuning skills. 

• Experience with OpenText databases. 
• Experience with SQL Server in AWS GovCloud or other cloud environments. 
• Experience with BOXi or other enterprise reporting tools. 
• Experience with the Defense Health Agency or Military Health System. 

• This is a Public Trust position. 
• Must be able to obtain and maintain a favorably adjudicated background investigation for an ADP/IT-I or ADP/IT-II position designation (Tier 5 or Tier 3), and a DoD Common Access Card (CAC). 
• Must complete DoD/DHA-required HIPAA and Privacy Act training and sign a DHA Non-Disclosure Agreement before starting work.
