The HSSE Supervisor / Pollution Control Officer (PCO) is responsible for ensuring compliance with all Health, Safety, Security, Environmental (HSSE), and regulatory requirements within the landfill facility. The position oversees environmental monitoring, occupational health and safety programs, incident investigations, regulatory reporting, pollution control measures, and implementation of continuous improvement initiatives to maintain a safe and environmentally compliant operation. Below are the key roles and responsibilities for this position: Health and Safety Management Develop, implement, and monitor occupational health and safety programs. Ensure compliance with labor, safety, and environmental laws and regulations. Conduct routine safety inspections and audits. Lead hazard identification and risk assessments. Investigate incidents, accidents, near misses, and unsafe acts. Prepare investigation reports and recommend preventive measures. Conduct safety training, toolbox meetings, emergency drills, and awareness campaigns. Monitor contractor safety compliance and permit-to-work systems. Ensure proper use of PPE by employees and contractors. Environmental Management & PCO Functions Serve as the designated Pollution Control Officer (PCO). Ensure compliance with environmental permits, licenses, and regulatory commitments. Monitor: Leachate collection and treatment systems Landfill gas collection systems Rainwater management facilities Groundwater monitoring systems Air quality monitoring systems Coordinate environmental sampling and monitoring. Prepare and submit environmental reports to regulatory agencies. Maintain environmental compliance records and documentation. Coordinate inspections by government authorities. Investigate environmental incidents and recommend corrective actions. Security and Emergency Preparedness Support site security programs and access control procedures. Develop and maintain emergency response plans. Coordinate emergency drills and disaster preparedness activities. Participate in emergency response during incidents and environmental emergencies. Company Policies Compliance Champion implementation of environment, health, safety, and security programs. Champion implementation of management systems and quality initiatives. Comply with the Company's Code of Conduct and Discipline. Other Duties Participate in continuous improvement initiatives. Perform other functions as assigned to achieve departmental and company goals. Requirements Education Bachelor's Degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field. Experience Minimum 3–5 years of relevant HSSE or Environmental Management experience. Experience in landfill, waste management, environmental services, construction, manufacturing, or industrial facilities preferred. Experience in environmental compliance and regulatory reporting. Knowledge, Skills, and Competencies Knowledge of environmental regulations and compliance requirements. Strong understanding of landfill operations and environmental control systems. Knowledge of occupational health and safety management principles. Incident investigation and root cause analysis skills. Environmental monitoring and reporting experience. Excellent report writing and documentation skills. Strong communication and leadership abilities. Proficiency in Microsoft Office applications. Ability to interact effectively with regulatory agencies and stakeholders. Required Certifications Accredited Pollution Control Officer (PCO) Certification Basic Occupational Safety and Health (BOSH) Training Safety Officer Certification (SO2/SO3 or equivalent) First Aid, Fire Safety, and Emergency Response Training (preferred)
