Redwood Strategy Group is searching for multiple Civilian Payroll Contractor Support to support the U.S. Army’s Financial Improvement (AFI) Program. 
The Civilian Payroll Contractor provides analytical, audit, and operational support to the Army’s Financial Improvement (AFI) initiatives related to civilian payroll. This role supports audit remediation, internal controls testing, and payroll data analysis to ensure accuracy, completeness, and compliance with applicable Army and Federal regulations.
 
Key Responsibilities
  • Ability to perform data analysis and reconcile information from multiple sources.
  • Ability to review payroll transactions and test results for completeness and accuracy.
  • Strong critical thinking and problem-solving skills.
  • Ability to identify control gaps and recommend process improvements.
  • Comfortable working with large volumes of data.
 
Communication Skills
  • Ability to draft clear, concise, and professional emails to government stakeholders. 
  • Ability to prepare meeting minutes, briefing materials, and status reports.
 
Organizational Skills
  • Strong attention to detail. 
  • Ability to manage multiple assignments simultaneously. 
  • Ability to meet strict last-minute deadlines with minimal supervision.
  • Strong documentation and file management practices. 
  • Minimum of 7 years of federal financial management experience, including at least 3 years of federal accounting experience. Relevant commercial experience may be considered in lieu of federal experience.
  • Familiar with or ability to quickly understand systems such as: 

    • SharePoint 
      • AFACTS (Audit Findings and Corrective Tracking System) 
        • DCPDS 
          • DCPS 
            • ATAAPS 
              • GFEBS  

    Working knowledge of: 

    • Internal controls 

      • Audit concepts 

        • Risk assessments 

          • Corrective Action Plans (CAPs) 

            • Testing methodologies 

              • Root cause analysis 

                • Experience supporting financial statement audits or audit remediation efforts is highly preferred. 

    • Familiarity with Federal civilian payroll operations. 
      • Basic understanding of U.S. Army organizational structure and business processes. 
        • Knowledge of Army Financial Management policies, regulations, or guidance is preferred. 
  • A Bachelor’s degree in Accounting, Finance, Information Technology, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science, or a directly related field (a Master’s in one of these fields may substitute if the undergraduate degree is not related), or
  • An active and current certification: one of the following: CPA, CIA, CISA, CGFM, CDFM, PMP, SAFe, or ITIL.
  •  
  • Interim Secret or above
  • Strong working knowledge of federal financial systems and processes, with an emphasis on audit response, and financial policy implementation.
  • Ability to manage cross-functional teams and engage effectively with senior government stakeholders.
  • Familiarity with DoD financial systems, policies, and compliance frameworks including FFMIA and other audit-related regulations.
  • Demonstrated experience with strategic communications, training, and change management within large organizations.
  • Ability to distill complex data into actionable insights for leadership.
