Programmes Support Manager
The Programmes Support Manager strengthens MSF Hong Kong & Family’s contribution to field operations by supporting and enabling medical-humanitarian preparedness, adaptation, and alternative operational approaches.
The role focuses on operational feasibility, learning, and decision support, translating MSF HK & Family’s strategic priorities into practical, field relevant support for MSF Operational Centres and missions, particularly in Asia Pacific contexts.
While the Regional Director, Programmes retains strategic and technical leadership, this role holds operational responsibility for the delivery of defined support workstreams, ensuring coherence, quality, and alignment with MSF’s humanitarian and medical mandate—without exercising operational command.
Major Responsibilities
Accountability
- Effective delivery and quality of assigned Programmes workstreams, ensuring they contribute to strengthened preparedness, adaptation, and operational feasibility for MSF missions.
- Provision of sound programmatic analysis and evidence informed recommendations that support informed decision making by relevant stakeholders.
- Identification, assessment, and communication of programmatic risks, constraints, and opportunities, ensuring timely escalation and appropriate mitigation within agreed mandates.
- Constructive engagement with Operational Directorates, missions, and internal stakeholders, contributing to coherence, alignment, and learning across supported initiatives.
- Representation of MSF Hong Kong & Family in technical, preparedness, and learning oriented spaces, ensuring contributions are relevant, accurate, and aligned with agreed objectives and mandates.
Safeguarding & Code of Conduct
- Upholds and promotes MSF’s Safeguarding, PSEA, and Code of Conduct standards, ensuring respectful, inclusive, and safe working environments in all professional interactions.
- Acts in accordance with MSF HK & Family’s People & Culture policies, including raising concerns, reporting incidents, and contributing to a culture of accountability and ethical behavior.
Scope & Positioning of the Role
- Leads the implementation and coordination of assigned programmes unit workstreams.
- Provides operational analysis, facilitation, and recommendations, without line authority over field operations
- Supports Operational Direcorates and missions in preparedness, adaptation, and feasibility assessment
- Escalates strategic, political, or high-risk matters to the Regional Director, Programmes
- Represents MSF HK & Family in technical, preparedness, and learning oriented forums
Requirements
- Advanced degree in Public Health, Medicine, Paramedical, Humanitarian Affairs, International Relations, or a related field.
- Minimum 4 years of experience in MSF humanitarian operations, including:
- Substantial field deployment experience, preferably in emergency contexts
- Experience in medical and/or operational coordination roles (e.g. MedCo, Deputy MedCo, HoM, Operations roles).
- Strong understanding of MSF’s operational models, principles, and limitations.
- Demonstrated experience in emergency preparedness, response support, or operational analysis.
- Proven ability to translate field realities into clear, feasible operational recommendations.
- Strong analytical, coordination, and communication skills.
- Fluency in English (spoken and written).
- Willingness and ability to travel to MSF field projects and HQs.
Desirable
- Experience working in Asia or Asia Pacific contexts.
- Exposure to climate related operational risks (heat, floods, environmental stressors).
- Experience supporting or contributing to partnership based operational approaches.
- Knowledge of additional regional languages.
