UNICEF Morocco seeks an international consultant to produce a defined set of specialized, time-bound WASH-related deliverables across its health, education and climate portfolio. These deliverables include finalized national standards and technical guidance; implementation, training and monitoring tools; documented quality-assurance reviews of field activities; and technical products supporting donor-funded initiatives.

• Fluency in Arabic is required.
• Working proficiency in English or French is required.
• Proficiency in both English and French is a strong asset.

• Masters degree in water, sanitation and hygiene; public health; environmental health; civil or environmental engineering; climate change; environmental sciences; education; public policy; international development; or another directly relevant field.

• Minimum 6 years of progressively responsible professional experience in WASH, including substantive work on institutional WASH in schools and/or health-care facilities.
• Demonstrated experience developing, adapting or implementing WASH standards, technical guidance, assessment tools or national implementation frameworks.
• Demonstrated experience with WASH FIT or a comparable quality-improvement approach for WASH in health-care facilities.
• Experience integrating climate risk, adaptation and resilience into WASH, education, health or social-sector programming and infrastructure.
• Experience in programme monitoring, field quality assurance, partner coordination and preparation or review of donor proposals and reports.
• Experience working with government institutions and facilitating participatory technical review or validation processes.

• Strong technical knowledge of institutional WASH, climate-resilient WASH, inclusive and gender-responsive design, menstrual health and hygiene, operation and maintenance, and service sustainability.
• Excellent analytical, facilitation, coordination, writing and presentation skills.
• Ability to synthesize complex technical and programme information into concise, actionable guidance and decision products.
• Ability to manage several interrelated workstreams, meet deadlines and respond constructively to iterative review.

• Experience in Morocco or a comparable Middle East and North Africa context.
• Familiarity with UNICEF programming approaches, results-based management, child rights, safeguarding and donor-funded programme requirements.
