UNICEF State of Palestine operates in a highly complex and rapidly evolving humanitarian and development context in Gaza and the West Bank, including East Jerusalem. The purpose of this twelve-month consultancy is to produce a defined set of programme reporting, strategic analysis and cross-sectoral analytical products that support timely, evidence-based programme oversight, coordination and decision-making. Using validated inputs from relevant UNICEF teams, the consultant will synthesize programme, humanitarian, financial and contextual information into agreed reports, briefing materials, cross-sectoral analyses, resource/funding products and a final knowledge package. The role will also support coordination across programme areas and provide the Deputy Representative (Programmes) with timely information and strategic support to inform programme oversight, decision-making and follow-up on key initiatives.

• Fluency in English is required. Knowledge of Arabic is a strong asset; another official UN language is an advantage.

• Master’s degree or equivalent advanced university degree in international development, international relations, political science, social sciences, public policy, public administration, economics, communications, development studies, or another relevant technical field. A first university degree in a relevant field combined with additional qualifying professional experience may be accepted in lieu of an advanced degree in accordance with UNICEF requirements.

• Minimum five years of progressively responsible professional experience in programme management/coordination, programme reporting, humanitarian programming, strategic analysis or a closely related area

• Demonstrated experience producing high-quality analytical writing, programme reports and senior-level briefing materials.
• Demonstrated ability to synthesize complex technical inputs from multiple programme areas into concise, decision-oriented products.
• Experience analysing programme funding, expenditure trends, funding gaps and resource requirements is an asset.
• Experience supporting cross-sectoral programme processes and strategic-partnership work is an asset.

• Experience in humanitarian response and/or complex emergency contexts.
• Experience with UNICEF, another UN agency or an international humanitarian/development organization.
• Experience with IFIs, UN entities or other international partners
